高校信息公开政策评价研究

【摘要】：高校信息公开政策评价是高校信息公开工作的重要组成部分，开展高校信息公开政策评价研究对于高校信息公开制度建设具有重要的理论价值和现实意义。文章在高校信息公开政策评价内涵的基础上，主要从高校信息公开政策评价主体与客体、高校信息公开政策评价标准与方法、高校信息公开政策评价实施过程分析、高校信息公开政策评价系统要素构建四个方面论述了高校信息公开政策评价理论体系的构建问题。在界定高校信息公开政策方案评价内涵的基础上，结合对高校信息公开政策方案评价指标的分析，构建了包含四项一级指标、二十项二级指标的高校信息公开政策方案评价指标体系，并建立高校信息公开政策方案评价模型。在对高校信息公开政策实施效果评价内涵分析的基础上，文章构建了高校信息公开政策实施效果评价指标体系。运用改进的层次分析法确定高校信息公开政策实施效果评价指标权重，并构建了高校信息公开政策实施效果评价模型，试图运用此模型对高校信息公开政策实施效果的优劣程度以及执行效果的发展趋势进行动态评价。最后，对进一步完善及提高高校信息公开政策评价质量提出五点建议。
[Abstract]:The evaluation of university information disclosure policy is an important part of the work of university information disclosure. It is of great theoretical value and practical significance to carry out the research on the evaluation of university information disclosure policy for the construction of university information disclosure system. Based on the connotation of the policy evaluation of university information disclosure, this paper analyzes the subject and object of the policy evaluation, the criteria and methods of the policy evaluation, and the implementation process of the policy evaluation. This paper discusses the construction of the evaluation system of the information disclosure policy in colleges and universities from four aspects: the construction of the elements of the evaluation system of the information disclosure policy in colleges and universities. On the basis of defining the connotation of the evaluation of university information disclosure policy and combining with the analysis of the evaluation index of the university information disclosure policy scheme, this paper constructs four first-level indicators. The evaluation index system of the information disclosure policy scheme of colleges and universities with 20 secondary indexes is established, and the evaluation model of the information disclosure policy scheme in colleges and universities is established. Based on the analysis of the connotation of the evaluation of the effect of the implementation of the information disclosure policy in colleges and universities, this paper constructs the evaluation index system of the effect of the implementation of the information disclosure policy in colleges and universities. Using the improved Analytic hierarchy process (AHP) to determine the weight of the evaluation index of the implementation effect of the information disclosure policy in colleges and universities, and to construct the evaluation model of the effect of the implementation of the information disclosure policy. This paper attempts to use this model to dynamically evaluate the effect of information disclosure in colleges and universities. Finally, five suggestions are put forward to further improve and improve the evaluation quality of information disclosure policy in colleges and universities.
