我国公立高等教育市场化的理论与实证

【摘要】:进入20世纪70年代以来,全球高等教育领域掀起了此起彼伏的改革热潮,教育市场化特别是高等教育市场化成为世界上许多国家教育发展的主流。西方国家的改革都反映了新自由主义和新公共管理“大市场与小而能的政府”的理念,也就是由国家来协助市场顺利运作的市场化趋势。自1985年开始,我国高等教育从办学体制、投资体制、宏观管理体制和高校内部管理体制等方面进行一系列的改革,建立高等教育成本分担机制以缓解教育资源总量不足,在高等教育中引入竞争理念以提高高校的办学效率和办学质量,这些改革措施促进了我国高等教育的发展,也迎合了世界高等教育市场化改革的趋势。基于以上背景,本论文主要研究我国公立高等教育市场化的进程、所遭遇困境及其根源等内容。 本文主要采用文献研究法、统计分析法和实证分析法,尝试分析我国公立高等教育的市场化进程,剖析我国公立高等教育市场化进程中面临的困境及其根源,进而探究促进我国公里高的市场化良性发展的策略。为此,首先对国内外高等教育市场化相关文献进行梳理,界定高等教育市场化的内涵,在理论支持下通过政策解读和数据分析来展示我国公立高等教育市场化进程。在此基础上,进一步找出我国高等教育入学机会不公、育人理念淡化、人才培养与科学研究中的市场短视等一系列社会问题的原因。 通过以上分析研究,本文认为:我国公立高等教育自1985年开始改革以来,在其管理体制、投资体制和内部竞争机制等方面已经展示出自身的市场化特色。对于我国公立高等教育市场化面临的一系列困境主要是由于竞争的无序性和市场的逐利性导致的,为此应该强化政府的责任,发挥其对高等教育的管理和监督作用并尽可能的规范竞争机制以促进我国高等教育的良性发展。
[Abstract]:Since the 70's of the 20th century, the field of global higher education has set off one after another upsurge of reform. The marketization of education, especially the marketization of higher education, has become the mainstream of the development of education in many countries in the world. The reform in western countries reflects the concept of "big market and small and powerful government" in neo-liberalism and neo-public management, that is, the market-oriented trend of helping the market to operate smoothly by the state. Since 1985, China's higher education has carried out a series of reforms from the aspects of school running system, investment system, macro management system and internal management system of colleges and universities, and has established a mechanism of sharing the cost of higher education in order to alleviate the shortage of the total amount of educational resources. In order to improve the efficiency and quality of higher education, these reform measures have promoted the development of higher education in China and catered to the trend of market-oriented reform of higher education in the world. Based on the above background, this paper mainly studies the process of marketization of public higher education in China, the difficulties encountered and its root causes. This article mainly uses the literature research method, the statistical analysis method and the demonstration analysis method, attempts to analyze our country public higher education marketization process, analyzes our country public higher education marketization process in the predicament and the root cause. And then explore the promotion of our country's km-high market-oriented benign development strategy. Therefore, first of all, the literature about marketization of higher education at home and abroad is combed, the connotation of marketization of higher education is defined, and the process of marketization of public higher education in our country is demonstrated through policy interpretation and data analysis under the support of theory. On this basis, the author further finds out the causes of a series of social problems, such as unfair entrance opportunity of higher education, desalination of educational idea, market shortsightedness in talent training and scientific research and so on. Through the above analysis and research, this paper holds that since the reform of public higher education began in 1985, it has shown its own market-oriented characteristics in the aspects of its management system, investment system and internal competition mechanism. A series of difficulties facing the marketization of public higher education in our country are mainly caused by the disorder of competition and the pursuit of profit by the market. Therefore, the responsibility of the government should be strengthened. In order to promote the healthy development of higher education in our country, the management and supervision of higher education should be brought into play and the competition mechanism should be regulated as much as possible.
