新自由主义视域中高等教育质量观的转变研究

【摘要】:高等教育的发展同其他事物一样遵循着人类历史的发展规律,,总是在寻找着新的平衡以代替落后的、不符合时代发展的状态。人们对高等教育质量的认识也不是一成不变的。从高等教育的发展轨迹来看,高等教育质量观经历了从精英阶段到大众化阶段的转变,即从质量观的一元化发展到多元化,越来越多除了政府之外的人或组织参与其中,与高等教育产生了千丝万缕的联系。由此,高等教育不可避免地要遭受市场逻辑的冲击。作为市场逻辑的典型代表——新自由主义理论,是研究高等教育质量观变革过程中不可逾越的一道屏障。在1990年以“华盛顿共识”的达成为标志,新自由主义理论正式作为意识形态领域的一面旗帜进军高等教育领域。 以新自由主义为整个研究的理论支撑,以高等教育质量观的转变为研究对象,运用文献分析、历史分析的方法,结合20世纪八十年代美国、英国、日本、印度四国高等教育质量观转变的现实,探索新自由主义视域中高等教育质量观转变的影响因素,主要包括来自于理论自身价值追求的应然性因素、来自国际环境的客观必然性因素、来自高等教育活动自身的实然性因素三方面,由此分析得出我国高等教育质量观的健康发展离不开社会现实基础上的必尽、应尽和愿尽之责任。
[Abstract]:The development of higher education, like other things, follows the law of the development of human history, and is always looking for a new balance to replace the backward one, which does not conform to the state of development of the times. People's understanding of the quality of higher education is not inflexible. From the perspective of the development track of higher education, the quality view of higher education has experienced a transformation from the elite stage to the popular stage, that is, from the unified quality view to the diversification, more and more people or organizations outside the government participate in it. It is closely related to higher education. As a result, higher education will inevitably suffer the impact of market logic. As a typical representative of market logic, neoliberal theory is an insurmountable barrier in the process of studying the reform of higher education quality view. In 1990, neoliberal theory formally entered the field of higher education as a banner of ideology. Taking neoliberalism as the theoretical support of the whole research, taking the transformation of the quality view of higher education as the research object, using the methods of literature analysis and historical analysis, combining with the United States, Britain and Japan in the 1980s, This paper explores the influence factors of the change of higher education quality view in the neoliberal field of view, including the necessary factors from the pursuit of the theory's own value, and the reality of the transformation of the quality view of higher education in the four countries of India. The objective necessity factors from the international environment and the realistic factors from the activities of higher education itself are three aspects. From this analysis, it is concluded that the healthy development of the quality view of higher education in our country cannot be separated from the necessity of social reality.
