广州大学城某校区建设项目投资控制研究

【摘要】:建设项目的投资控制是建设工程项目管理的三大目标之一,也是难点之一,因而逐渐得到了各个建设参与方的重视。本文以广州中医药大学大学城校区为研究对象,从建设项目可行性研究、设计、招投标、施工、竣工验收等若干阶段的工作内容分析其投资控制过程和控制效果。广州中医药大学批复的概算为159,219.77万元,,通过市财政投资评审中心审定,结算金额为130,811.63万元,节约资金28,408.14万元,比概算节约17.84%,通过投资控制取得良好的经济效益。从中总结出加强建设项目投资控制的一些主要方法:如创新建设项目组织管理模式、制定严谨科学的制度体系、实行全过程的投资动态控制等。但广州中医药大学校区在使用过程中仍存在许多问题,包括生活区水管网改造、校园治安视频监控系统改造等等,以致工程维修成本增加。究其原因,发现这些问题由组织管理模式不完善、有意扩大建设规模、前期论证工作深度不够、校方没有做好功能分析、设计粗糙及施工不规范等原因引起。因此从建设项目全寿命周期成本控制角度出发,反思建设项目必须杜绝“三边工程”,最后为提高建设项目投资控制的效果提出相应的对策和措施,包括不断完善建设项目的组织管理模式、遵循基本建设程序、由政府委派独立的审计机构对建设项目开展全过程跟踪审计等。 本文是对广州大学城广州中医药大学校区建设项目投资控制的实证研究,通过理论与实践相结合、比较和归纳相结合、定量与定性相结合的分析方法,发现建设项目投资控制受到各种投资控制技术方法影响,也受到建设单位的组织管理模式、管理制度的影响,并深受建设项目其他各参与方的约束,包括造价从业人员的素质等因素的影响。只有不断地在以上几个方面加以提高和完善,才能控制建设项目投资,有效提高建设项目投资效益。
[Abstract]:Investment control of construction project is one of the three goals and difficulties of construction project management. Taking Guangzhou University of traditional Chinese Medicine as the research object, this paper analyzes the process and effect of investment control from the aspects of feasibility study, design, bidding, construction, completion and acceptance of the construction project. The estimate approved by Guangzhou University of traditional Chinese Medicine is 1.5921977 billion yuan, approved by the Municipal Financial Investment Appraisal Center. The settlement amount is 1.3081163 billion yuan, and the savings are 284.0814 million yuan, which is 17.84 yuan less than the estimate. Good economic benefits are obtained through investment control. Some main methods to strengthen the investment control of construction projects are summarized, such as innovating the organization and management mode of construction projects, establishing strict and scientific system, and carrying out the dynamic control of investment in the whole process, etc. However, there are still many problems in the process of using Guangzhou University of traditional Chinese Medicine, including the renovation of the water network in the living area, the transformation of the campus security video surveillance system, and so on, resulting in the increase of the maintenance cost of the project. It is found that these problems are caused by imperfect organization and management mode, intentional expansion of construction scale, insufficient working depth in the early stage of demonstration, failure of functional analysis by the school, rough design and non-standard construction, and so on. Therefore, from the point of view of life-cycle cost control of construction projects, it is necessary to put an end to "trilateral engineering" in construction projects, and finally put forward corresponding countermeasures and measures to improve the effect of investment control of construction projects. It includes perfecting the mode of organization and management of construction project, following the procedure of capital construction, appointing independent audit institution to carry out the whole process audit of the construction project and so on. This paper is an empirical study on the investment control of the construction project of Guangzhou University of traditional Chinese Medicine in Guangzhou University of Chinese Medicine. Through the combination of theory and practice, comparison and induction, quantitative and qualitative analysis, It is found that the investment control of construction projects is influenced by various investment control techniques, as well as by the organizational management model and management system of the construction units, and by the constraints of the other participants in the construction projects. Including the quality of cost practitioners and other factors. Only by constantly improving and perfecting the above aspects can the investment of construction projects be controlled and the efficiency of investment of construction projects be effectively improved.
