学生宿舍建设工程造价管理研究

【摘要】:我国十多年来的高等教育扩招促使高校生源量逐年增加,学生宿舍供不应求,大多数高校扩建了原有学生宿舍或新建了现代化的学生宿舍。但这些新建的学生宿舍工程多数存在着因前期设计失妥导致变更或因管理不当导致停工、返工等而造成了工程造价剧增甚至失控的情况。同时,部分采用社会化投资兴建的高校学生宿舍工程在实际运营过程中出现与学生宿舍公益性、教育性本质相冲突的问题,迫使高校必须尽快回购,而这部分学生宿舍回购成本的合理估测却成为一个暂时的难题。 目前国内外对学生宿舍建设工程造价管理及成本分析方面尚缺乏研究,为有效管理新建学生宿舍工程造价,为后续学生宿舍及类似工程的建设提供投资决策和造价管理的参考依据,并为国内部分高校对社会化投资建设学生宿舍的回购成本估测提供参照,对高校学生宿舍工程整个建设过程开展系统全面的造价管理研究具有重要的理论和实际意义。 本文首先对国内外关于工程造价及学生宿舍建设工程的研究现状进行了分析和总结,简要阐述了价值工程、Partnering模式等在工程造价管理中的用法和研究现状。其次,介绍并分析了造价管理相关理论及方法,借鉴相关造价管理的成熟理论,针对学生宿舍建设工程的特点及其建设各阶段造价管理的不同特点和要求,从造价的合理确定和有效控制两个具体方面对学生宿舍建设各阶段工程造价的计算、估测和控制方法及管理措施进行了全面系统的研究。第三,创新性地把Partnering模式引入学生宿舍建设工程造价管理中,,并在造价控制实践中加以运用,验证其在工程造价管理中的适用性和有效性。第四,采用某高校新建学生宿舍的工程实际资料作为案例,进行实证分析,并与实际造价管理的效果进行比较,验证了本文方法的科学性、合理性和先进性。最后,在研究中,始终将学生宿舍建设工程造价管理与和谐校园建设理念相结合,提出并强调合理工程造价是需要考虑一定的环境、人文和社会等隐性成本前提下所追求的低成本和高效益,且给出了相关建议。
[Abstract]:The expansion of higher education in our country in the past ten years has promoted the increase of the number of students in colleges and universities year by year, and the supply of student dormitories has outstripped supply. Most colleges and universities have expanded their original student dormitories or built new modern student dormitories. However, most of these new student dormitory projects have the situation that the cost of the project increases sharply or even out of control because of the improper design in the early stage or the shutdown and rework caused by the improper management. At the same time, some of the students' dormitory project, which is constructed by socialized investment, conflicts with the nature of public welfare and education in the actual operation, which forces colleges and universities to buy back as soon as possible. However, the reasonable estimation of repurchase cost of this part of student dormitory has become a temporary problem. At present, there is a lack of research on the cost management and cost analysis of student dormitory construction project at home and abroad, in order to effectively manage the project cost of newly built student dormitory, It provides reference for investment decision and cost management for the subsequent construction of student dormitory and similar projects, and provides reference for some colleges and universities to estimate the repurchase cost of socialized investment and construction of student dormitory. It is of great theoretical and practical significance to carry out systematic and comprehensive research on cost management in the whole construction process of college student dormitory project. This paper firstly analyzes and summarizes the research status of project cost and student dormitory construction project at home and abroad, and briefly expounds the usage and research status of value engineering and Partnering model in project cost management. Secondly, this paper introduces and analyzes the relevant theories and methods of cost management, referring to the mature theory of cost management, aiming at the characteristics of the construction project of the student dormitory and the different characteristics and requirements of the cost management in each stage of the construction. From two aspects of reasonable cost determination and effective control, this paper makes a comprehensive and systematic study on the calculation, estimation and control methods and management measures of the construction cost of the students' dormitory. Thirdly, the Partnering model is innovatively introduced into the cost management of student dormitory construction project, and applied in the practice of cost control to verify its applicability and effectiveness in the project cost management. Fourthly, using the engineering data of a new student dormitory in a certain university as a case, this paper makes an empirical analysis, and compares with the effect of actual cost management, which verifies the scientific, reasonable and advanced nature of the method in this paper. Finally, in the research, we always combine the project cost management of student dormitory construction with the idea of harmonious campus construction, and put forward and emphasize that reasonable project cost should consider certain environment. The low cost and high benefit under the premise of the hidden cost such as humanities and society are pursued, and the relevant suggestions are given.
