高校科技成果产业化行为主体解析及新合作模式探索

【摘要】：长期以来，我国高校、科研院所与企业之间的产学研合作存在合作关系不够稳定、有效合作模式相对单一、合作效率低、校企之间信息沟通不畅、缺少合作的规范性等问题，致使高校科技成果产业化成功率极为低下，影响其迅速地转化为生产力。本文主要从高校科技成果产业化的行为主体及产业化合作模式两个对其有重要影响的因素着手开展深入研究及探索。通过对高校科技成果产业化过程中高校、政府、企业三个行为主体的分析研究，明确其各自存在的问题，并提出解决的措施和方案。继而对高校科技成果产业化的传统合作模式做了简要介绍，，结合多年实际工作的验证并理论提升，提出了高校科技成果产业化的“市场化运营平台”模式，即：政府、高校、部分骨干企业等联合牵头成立市场化运营的科技创新服务平台（“高校”“某地”“某产业方向”研究院），继而成立该平台的市场化运营主体（经济实体、股份公司）及该市场化运营主体的专项控股或参股技术公司。该模式为高校科技成果产业化的合作模式探索出了一条新路。通过对“市场化运营平台”合作模式应用实例的详细实施过程及其效果进行分析，良好的实际运行效果证明了该理论的可执行性。并阐述了在“市场化运营平台”合作模式推广运行时，应具备的前提条件和保障措施。市场化运营平台模式已经初步经过市场的检验，能够充分地整合了各方面的优势资源，可谓是集中力量办大事。此模式比较适合应用于城市转型、产业化结构调整、打造优势行业领域等。有利于提高高校科技成果产业化的效率、提升企业竞争力、促进科技创新和可持续发展、增加税收等多方面形成良性循环。对于促进我国高校科技成果快速转化为生产力，推进国民经济的发展及创新型国家的建设有一定的理论意义和现实参考、应用价值。
[Abstract]:For a long time, the cooperation between universities, research institutes and enterprises in our country is not stable enough, the mode of effective cooperation is relatively single, the cooperation efficiency is low, the communication of information between universities and enterprises is not smooth, and the standardization of cooperation is lacking, and so on. As a result, the success rate of industrialization of scientific and technological achievements in colleges and universities is extremely low, which affects its rapid transformation into productive forces. This article mainly from the university science and technology achievement industrialization behavior main body and the industrialization cooperation mode two important factors which have the influence to it proceed to carry on the in-depth research and the exploration. Through the analysis and research of the three main actors in the industrialization process of the scientific and technological achievements of colleges and universities, the government and the enterprise, the existing problems are clarified, and the measures and schemes to solve the problems are put forward. Then it briefly introduces the traditional cooperative mode of the industrialization of scientific and technological achievements in colleges and universities, and puts forward the "market-oriented operation platform" mode of industrialization of scientific and technological achievements in colleges and universities, that is, the government, colleges and universities, etc. Some key enterprises, such as key enterprises, jointly led the establishment of a market-oriented operating scientific and technological innovation service platform ("University" somewhere "a certain industry direction" research institute), and then set up the market-oriented operating main body (economic entity) of the platform. The market-oriented operation platform model has been tested by the market, can fully integrate the advantages of all aspects of resources, can be described as a concentration of efforts to do major events. This model is more suitable for urban transformation, industrial structure adjustment, building an advantageous field of industry and so on. It is beneficial to improve the efficiency of the industrialization of scientific and technological achievements of colleges and universities, to enhance the competitiveness of enterprises, to promote scientific and technological innovation and sustainable development, to increase tax revenue and other aspects to form a benign circle. It is of theoretical and practical significance and practical value for promoting the rapid transformation of scientific and technological achievements of colleges and universities into productive forces, promoting the development of national economy and building an innovative country.
