协同创新视角下高校科学合作的案例研究

【摘要】:在市场的竞争越发的白热化的今天,高校与高校之间的竞争也日益的激烈。高校在进行科学创新的过程中,合作是否能够使其在创新过程中如虎添翼,同时在进行科学创新过程中能够达到竞争与合作相平衡的协同的状态? 本文以中国的三所优秀的理工科大学(上海交通大学、清华大学、浙江大学)和三所美国优秀的理工科大学(麻省理工学院、加州大学伯克利分校、斯坦福大学)为对象,基于六校2006-2010年的SCI论文,从协同创新的视角,对六所样本大学在进行理学、工学以及医学科学创新过程中组织合作的现状,以及不同合作方式的效果进行分析对比,并对六所样本大学不同学科中不同的合作方式下完成论文的效果系数进行了差异性检验。 研究发现,高校协同创新的过程中,合作的趋势日益显著;中国目前在创新活动中处于未协同的状态,而美国则处于协同创新的阶段;科学创新过程中效果会影响高校对组织间关系的选择,效果较高的合作类型会更多的受到组织的青睐;目前,各学科之间的协同创新方式学科特色不明显、高校各具特点;创新客体作为另一种形式的合作,对创新成果质量的提升效果显著。 研究建议,政府等相关职能部门在制定政策时,需从协同创新的视角出发,适时地对现有的相关政策作出调整以及制定新的政策。并且对那些效果一般的合作方式,更加应该是政府出台政策的切入口。高校在进行科学创新的过程中,除了积极选择创新效果较高的合作形式之外,,更应当在科学创新过程中改变创新主体和第一作者的惯性。
[Abstract]:In the market competition is becoming more and more hot today, the competition between colleges and universities is also increasingly fierce. In the process of scientific innovation, can cooperation make it like a tiger in the process of innovation, at the same time in the process of scientific innovation can achieve the balance of competition and cooperation in the state of synergy? This paper focuses on three excellent universities of science and engineering in China (Shanghai Jiaotong University, Tsinghua University, Zhejiang University) and three outstanding universities of science and engineering in the United States (Massachusetts Institute of Technology, University of California, Berkeley, Stanford University). Based on the SCI papers of six schools from 2006 to 2010, from the perspective of collaborative innovation, this paper analyzes and compares the present situation of organization and cooperation among the six sample universities in the process of innovation in science, engineering and medical science, as well as the effects of different modes of cooperation. At the same time, the difference test was carried out on the effect coefficient of completing the thesis in six sample universities under different cooperation modes in different disciplines. It is found that in the process of collaborative innovation in colleges and universities, the trend of cooperation is becoming more and more obvious, that is, China is in the state of not cooperating in innovation activities, while the United States is in the stage of collaborative innovation. In the process of scientific innovation, the effect will affect the choice of inter-organizational relations in colleges and universities, and the types of cooperation with higher effects will be more favored by organizations, at present, the discipline characteristics of collaborative innovation among disciplines are not obvious, and colleges and universities have their own characteristics. As another form of cooperation, the innovation object has a remarkable effect on the improvement of the quality of innovation results. It is suggested that the government and other relevant functional departments should adjust the existing policies and formulate new policies from the perspective of collaborative innovation. And for those general effects of cooperation, it should be the government's policy entry point. In the process of scientific innovation, colleges and universities should change the inertia of innovation subject and first author in the process of scientific innovation, in addition to actively choosing the cooperative form with higher innovation effect.
