新时期中国大学学术治理改革研究

【摘要】:随着时代的发展,大学已经被纳入社会的轴心,学术研究作为大学的主要机能,影响着整个社会的发展进程。 改革开放为中国社会带来了新体制的变革,但不可否认的是,我国高等教育和学术研究的发展正在面临各种困境。一方面是政府控制之下的大学体制和学术研究制度,导致了学术成果产出和人才培养效率低下,另一方面是传统的宗派思想与家长制观念与功利主义和工具理性迅速结合,由此而引发的学术研究泡沫丛生和学术腐败等乱象近年来愈演愈烈。大学和学者面临的种种困境要求新的制度和文化迅速建立。 当下改变这种境况的主要方式,需要通过对各方利益划分和角色的确定,探索引入多方权力相互制衡的可能性,借鉴我国学术治理的历史和国外大学的优势经验,形成长期制度,防止政府对学术事务的进一步僭越,并净化学术环境,保证学术研究良性发展。 治理理论源自对落后的政府管理方式的改革,要求社会成员的自主参与并建立起自我发展、自我约束和自我责任的治理意识。本文所采用的治理理论,并将其应用至改革学术事务上,是过渡时期建立新的制度规则和文化环境以及推动我国学术发展的主要出路。
[Abstract]:With the development of the times, universities have been brought into the axis of society. Academic research, as the main function of universities, affects the development process of the whole society. Reform and opening up have brought about changes in the new system for Chinese society, but it is undeniable that the development of higher education and academic research in China is facing various difficulties. On the one hand, the university system and academic research system under the control of the government lead to the low efficiency of academic achievement output and talent training, on the other hand, the traditional sectarian thought, patriarchal concept and utilitarianism and instrumental rationality combine rapidly, which leads to the increase of academic research bubbles and academic corruption in recent years. The difficulties faced by universities and scholars require the rapid establishment of new systems and cultures. At present, the main way to change this situation is to explore the possibility of introducing checks and balances of multi-party power through the division of interests and roles of all parties, to draw lessons from the history of academic governance in our country and the superiority experience of foreign universities, to form a long-term system, to prevent the government from violating academic affairs further, to purify the academic environment, and to ensure the benign development of academic research. Governance theory originates from the reform of backward government management mode, which requires the independent participation of social members and the establishment of self-development, self-restraint and self-responsibility of governance consciousness. The governance theory adopted in this paper and its application to the reform of academic affairs are the main ways to establish new institutional rules and cultural environment and promote the academic development of our country during the transitional period.
