【摘要】：根据2011年国务院颁布《国民经济和社会发展十二五规划纲要》,专门提出了“逐步完善符合国情、比较完整、覆盖城乡、可持续的基本公共服务体系”的重要战略,社会体育事业的重要组成部分之一包括乡镇公共体育服务体系建设。在新型城镇化背景下,社会经济发展逐渐从城市向乡镇农村所转移的进程中,促进乡镇村民各方面全面得到发展,必须让乡镇全民健身发展问题得到根本解决,才能有利于乡镇各项事业同步发展。乡镇公共体育服务体系建设主要是为广大乡镇村民服务的,满足广大乡镇村民对参与体育活动的自身需求,提高自身素质,是建立社会主义和谐体育乡镇的必由之路。本文主要采用文献资料法、问卷调查法、访谈法、数理统计法和逻辑分析法等研究方法,结合永州市区域的实际性情况,对新型城镇化背景下永州市乡镇公共体育服务体系建设现状进行系统调查分析。结果显示:新型城镇化背景下永州市乡镇公共体育服务体系现状不容乐观,存在诸多不足之处。(1)政府组织服务建设不完善,体育活动组织开展程度偏低;(2)经济来源单一、资金分配不均衡,场地设施建设不健全;(3)政府领导监管力度薄弱,公共体育服务配套法规未落实;(4)政府培训指导工作缺位,专业体育骨干队伍建设落后;(5)有效评价体系未能建立和实施,公共体育服务体系机制运行受阻。对策:(1)政府组织开展体育多样化活动,丰富村民闲暇休闲生活;(2)政府加大资金投入建立体育经济基础,提供乡镇资金保障;(3)政府加强乡镇体育组织管理,完善公共体育服务体系;(4)政府加强国家政策法规监管力度,制定相关管理制度;(5)政府组织培训指导工作,加快乡镇专业体育骨干队伍建设;(6)政府合理引入绩效评价评估,提高乡镇公共体育服务的质量。文章旨在全面了解永州市公共体育服务体系建设的特征,优化乡镇公共体育服务体系结构,提升乡镇体育服务体系管理与服务的水平,进一步深化新型城镇化背景下永州市乡镇公共体育服务体系建设现状具有一定的现实意义。
[Abstract]:In 2011, the State Council promulgated the outline of the 12th Five-Year Plan for National Economic and Social Development, which specifically proposed that "gradually improve in line with the national conditions, relatively complete, covering urban and rural areas." The important strategy of sustainable basic public service system, one of the important components of social sports includes the construction of township public sports service system, under the background of new urbanization. Social and economic development gradually from the city to the township and rural areas of the process of transfer, to promote the overall development of township villagers, we must let the township national fitness development problem to be fundamentally resolved. The construction of township public sports service system is mainly for the village and township villagers to meet their own needs to participate in sports activities, improve their own quality. This paper mainly adopts the methods of literature, questionnaire, interview, mathematical statistics and logic analysis. Combining with the reality of Yongzhou area. On the background of new urbanization Yongzhou township public sports service system under the background of a systematic investigation and analysis of the status quo. The results show: under the new urbanization background Yongzhou township public sports service system status is not optimistic. There are many shortcomings. 1) the service construction of government organization is not perfect, and the level of sports organization is low; (2) single source of economy, uneven distribution of funds and imperfect construction of site and facilities; 3) the supervision of government leadership is weak, and the supporting laws and regulations of public sports service are not implemented; 4) the government training and guidance work is absent, and the construction of professional sports backbone team is backward; 5) the effective evaluation system has not been established and implemented, and the mechanism of public sports service system has been hindered. Countermeasures: 1) the government organizes sports diversification activities to enrich the leisure and leisure life of villagers; (2) the government should increase the investment to establish the economic base of sports and provide the guarantee of township funds; Third, the government should strengthen the management of township sports organizations and improve the public sports service system; (4) the government should strengthen the supervision of national policies and regulations and formulate relevant management systems; Fifth, the government organizes the training guidance work, speeds up the township specialized sports backbone troop construction; The article aims to understand the characteristics of Yongzhou public sports service system and optimize the structure of township public sports service system. It is of practical significance to improve the management and service level of township sports service system and further deepen the present situation of township public sports service system construction in Yongzhou under the background of new urbanization.
