【摘要】：国家队“6.15”惨案所带来的结果不应该仅仅是为平息怨声载道的广大人民群众而解雇主教练、开除个别球员,还应该给中国的足球人带来一种坚定,即坚定走“体教结合”的校园足球之路,革新我国足球人才的选拔培养模式,为中国足球梦的实现而不断奋斗。中国足球所面临的主要矛盾是人民群众日益增长的物质文化需求同落后足球发展水平之间的矛盾。要解决这一主要矛盾就必须从根本入手—“足球要从娃娃抓起”。“少年强则国强”--青少年是国家的未来,是国家实力的根基,寄托着实现体育振兴的希望,承载着所有体育工作者的期望。“校园足球”是改革我国传统足球后备人才培养体系的一个巨大创新性实践。教育部门与体育部门相结合的发展战略,为实现我国自主培养高素质、高水平的足球人才提供了现实可能性。孔子在《系辞传》中写到“易穷则变,变则通,通则久”。体育总局、教育部联合下发的《关于开展全国青少年校园足球活动的通知》为跌落中的中国足球开出了一剂良方,也为那些在中国足球寒冬中依然追寻自己足球梦的孩子们送去了一丝炭火。校园足球活动的开展不仅有利于扩大我国足球人口、完善我国足球后备人才培养体系,还可以全面提高我国青少年学生的身体素质水平,进而为全面落实素质教育相关政策奠定基础。本文旨在通过对河北省青少年中小学校园足球活动开展现状的调查与分析,从中发现河北省青少年中小学校园足球在开展过程中显现出的问题,分析问题存在之症结,为今后校园足球在河北省乃至全国的开展提供一个有价值的素材和参考。本文以河北省校园足球布局城市中小学校园足球开展现状为研究对象,其中包含两个国家级布点城市:石家庄市、秦皇岛市;六个省级布点城市:唐山、邯郸、保定、张家口、衡水、邢台。文章主要利用文献资料法、调查法、数理统计法等,对河北省青少年中小学校园足球的现状进行分析。问卷分为体育教师(教练)问卷、学生问卷、学校领导问卷、家长问卷四个类别。笔者通过对有效回收问卷进行分析,从而对河北省青少年中小学校园足球的现状进行全面了解,期望发现河北省中小学校园足球开展过程中存在的普遍性制约性因素。问题(1)河北省中小学校园足球活动的开展面临:足球场地设施不规范;足球教师学历和职称构成较合理但足球专业技能有待提高;大多数学校开展足球活动采用课外活动或足球训练等形式,能够开设足球课程的学校较少。(2)活动开展主体的体育教师存面临问题包括:工作满意度较低;工资待遇与工作量不成正比;组织和开展足球活动所面临的各方面压力大。(3)活动参与主体的学生所遇到的最突出问题是参赛机会不多,比赛参与学生群体人数较少。(4)活动管理主体的学校领导对待开展校内足球主要担心的是学生安全问题及维护学校教学秩序这两个问题。(5)学生家长反对子女参加足球活动主要是担心子女参加足球活动会影响孩子的学习成绩,另外就是害怕孩子受到运动伤害。对策(1)增加财政对学校足球的扶持力度,完善中小学足球场地与设施建设;拓宽足球教师教学能力深造渠道,加大高水平人才引进力度;鼓励中小学开发足球校本课程,形成具有本校特色的足球课程体系(2)提高足球教师校内教学地位;将日常训练和比赛计入足球教师教学工作总量,提高足球教师工资待遇;加大对足球教师工作支持力度,保障其工作顺利开展。(3)充分利用行政职能部门优势资源,开发社会资源增加中小学生参与足球有关活动的机会。(4)丰富学生参与活动的保险制度,加强学生参与活动的安全教育,制定详实的活动安全预案,最大程度降低学生受伤风险;(5)重视社会宣传工作,弘扬足球运动正能量,维护足球运动良好形象,从社会层面提高公众对足球积极功能的认可程度。
