新型城镇化进程中南通市公共体育服务的发展现状及建议

【摘要】：南通正处于新型城镇化的飞速发展阶段,作为首批国家新型城镇化综合试点城市之一,如何建立与之配套的公共体育服务体系,缓解在此阶段广大人民群众对公共体育服务需求的不断增加与政府基本公共体育服务供给的有限性之间的矛盾是政府工作的重点之一。本文采用文献资料法、专家访谈法、问卷调查法、数理统计法和逻辑分析法,对新型城镇化进程中南通市公共体育服务的发展现状进行调研。研究结果表明:南通的配套法规缺乏统筹规划,立法无法满足形势需要;政府大量投入助推公共体育服务发展,经费来源不够多元;设施场地基本达标,未能兼顾特殊群体,各级学校场地开放程度不够;体育赛事健身活动丰富新颖,居民了解与参与的积极性不高;体育组织结构完善,管理服务宣传不到位;社会体育指导员稍欠缺,居民理解及需求程度不高;体育健身宣传基本到位,覆盖程度不如人意;体质监测工作推进制度化,监测服务未能惠及多数居民;评估指标不科学,反馈机制不通畅。根据目前的现状提出了相应的建议:因地制宜,统筹规划配套政策法规;拓宽渠道,多管齐下确保体育经费投入;优化配置,千方百计提高设施利用率;依托赛事,继续加强体育活动的开展;广纳人才,高效科学运转体育社团;加大力度,配足配齐社会体育指导员;宣传创新,多平台营造健身氛围;落到实处,监测和档案两手同时抓;科学体系,建立并畅通反馈机制。
[Abstract]:Nantong is in a stage of rapid development of new urbanization, as one of the first batch of national new urbanization integrated pilot city, how to establish the public sports service system and supporting, ease the contradiction between the limited service of public sports demand at this stage of the masses and the government continue to increase basic public sports service supply is one of the focuses of the government the work in this paper. By using the method of literature, expert interviews, questionnaire survey, mathematical statistics and logical analysis, research on the current development of new urbanization in the process of public sports service in Nantong city. The results show that: the supporting laws and regulations in Nantong lack of overall planning, legislation cannot meet the need of government investment to boost the situation; public sports service development, funding is not multiple facilities; basic standards, failed to take into account the special groups, schools at all levels to open the site Put enough; sports fitness activities rich novel, residents understanding and active participation is not high; perfecting the sports organization structure, management services, publicity is not in place; social sports instructors slightly lacking, residents do not understand and high degree of demand; sports publicity basically put in place, covering degree of unsatisfactory; physical fitness monitoring system to promote work. The monitoring service failed to benefit the majority of residents; the evaluation index is not scientific, the feedback mechanism is not clear. According to the current situation and put forward some corresponding suggestions: according to local conditions, overall planning and related policies and regulations; broaden the channels, to ensure multi pronged Sports funding; optimal allocation, to increase the utilization of facilities; relying on the event, continue to strengthen the sports activities carried out recruit talent, efficient operation of science; Sports Association; intensify, with foot installed for social sports instructors; promote innovation, multi platform to create fitness atmosphere; In fact, both the monitoring and archival hands should be held at the same time; the scientific system is established and the feedback mechanism is unimpeded.
