中国职业足球实现俱乐部地域化及名称非企业化的理论与政策研究

【摘要】：为我国职业足球发展相关制度和政策的制订提供理论支持,通过文献资料法、专家访谈法、逻辑分析法等,采用PEST分析模型,对中国职业足球俱乐部地域化和名称非企业化发展现状、国际上有关职业俱乐部地域化和名称非企业化发展经验、实现我国足球俱乐部地域化和名称非企业化的条件及所需政策进行分析与探讨。提出建议:在管理上创新中国特色足球发展模式,政府按照市场经济的规律,通过合适的政策调节服务于职业足球产业的发展;在竞赛体系设计上逐步形成赛制稳定、等级分明、衔接有序、遍及城乡的竞赛格局;在赛事转播上实现足球赛事电视转播权有序竞争,创新足球赛事转播和推广运营方式;在俱乐部发展中明确俱乐部股权结构,完善俱乐部法人治理结构,加快现代企业制度建设;在足球社区建设上俱乐部需要为社区服务,使社区成为足球俱乐部公共服务的主要受益者;在场地建设中鼓励俱乐部所在地政府以足球场馆等资源投资入股,使主场在一个区域扎根下来,促进所在区域社区的经济、社会、文化、教育的共同发展。这对解决我国职业足球俱乐部建设发展中的现实问题和保障我国足球职业化改革顺利进行具有重要意义。

Suggestions: innovative development model of football China characteristics in the management, the government in accordance with the market economy law of development, through appropriate policy adjustment services in the occupation of the football industry in the competition; system design the system gradually formed a stable, hierarchical, cohesive and orderly, urban and rural areas throughout the competition pattern; in the event broadcast on television football right orderly competition and innovation of the football match What broadcast and promotion operations; clear the club ownership structure in the club development, perfecting the corporate governance structure of the club, to speed up the construction of modern enterprise system; community construction in football club needs to serve the community, the main beneficiaries of the community become a football club of public service; in the construction site in the local government to encourage club football stadiums and other resources investment in shares, the home court roots down in one area, promote the regional economic community, society, culture, education and common development. To solve the Chinese occupation football club real problems in the development of the Ministry of construction and the protection of football occupation reform smoothly has important significance.
