【摘要】：竞技体育从其产生的那一天起就深刻蕴含着人类的某种价值追求,也离不开伦理价值规范的引导和制约。竞技体育发展的历史也不断说明,价值追求的异化,伦理规范的缺失,必将使竞技体育发生异化,因此,有时候,竞技体育不仅不能成为人类追求身体健美、社会交往和国家强大的有益活动,反而会演变成为伤害人类身心健康、影响社会和谐和国际友好交往的事件。新中国的竞技体育从无到有、从小到大、从弱到强,随着国家和社会的快速发展呈现出蓬勃发展之态势,其取得的成就令世人瞩目,令国人兴奋和自豪,也充分展现了中国人民敢于拼搏、勇于奋斗、自强不息的精神面貌,体现了中华民族重新崛起的信心和决心。然而,也毋庸讳言,由于竞技体育本身的高淘汰率、竞争强度以及“明星效应”特点,加之市场经济条件下人们对利益的片面追逐和某些外部环境的不利影响,当前中国竞技体育的发展也存在着一些违背竞技体育伦理精神的现象,诸如年龄造假、服用兴奋剂、黑哨、群殴、假球、甚至进行故意的人身伤害,媒体误导甚至参与造假、政府过度投资而忽视大众体育、项目结构失衡等等,也严重制约和影响了中国竞技体育的健康发展。因此,竞技体育如何在良好的伦理价值规范的引导和制约下健康发展就成为当前竞技体育发展的一个重大问题。本文立足于社会主义核心价值观的引领作用,从政治伦理的角度讨论当代中国竞技体育伦理价值规范的建设和践行问题,力图回答建构竞技体育伦理核心价值的依据、社会主义核心价值观何以成为竞技体育伦理的根本内容、竞技体育践行社会主义核心价值观的基本维度以及如何防止和消除竞技体育发展过程中出现的异化现象等问题。任何伦理规范都蕴含着一定的价值属性和价值诉求,其中的核心价值构成了该伦理规范的主体和支撑,影响和制约着该领域活动主要价值取向。本论文第一章阐述了竞技体育的伦理意蕴以及国际经济体育伦理的基本发展概况,并从国家意识形态的诉求、社会理性对道德的期望、个人全面发展三个方面讨论了构建当代竞技体育伦理核心价值的基本依据。从国家层面讲,竞技体育不仅仅体现了国家的综合实力,是人民之间、国与国之间相互交流的一个重要载体和媒介,而且展现了特定国家和政府的形象,其伦理价值必然受到特定国家尤其是执政党意识形态的影响,体现一定的意识形态特点。从社会层面讲,竞技体育伦理规范反映着一定的传统文化观念,受制于社会道德观念的约束,尤其是体现了人们对社会公正的追求。从个人层面讲,竞技体育可以最大程度激发人的潜能,实现自身最大的价值,人的自由而全面的发展理应成为所有竞技体育运动员追求的核心价值。因此,竞技体育伦理与国家、社会和个人都密切相关,从关系角度讲,伦理是一种关系。当代中国竞技体育伦理核心价值的建构必须体现国家、社会和个人的共性要求,兼顾三者的利益诉求。社会主义核心价值观正好契合了上述三者的关系,为当代中国竞技体育伦理核心价值的建构提供了基本依据。本论文第二章探讨社会主义核心价值观何以构成当代中国竞技体育伦理的根本内容,从我国竞技体育的根本价值目标、开展竞技体育工作的基本准则、深化改革我国竞技体育体制的精神动力、运动员全面发展的内在要求等四个方面阐述了竞技体育践行社会主义核心价值观的主要机制问题。本论文第三章具体结合社会主义核心价值观的十二个范畴,探讨了竞技体育践行社会主义核心价值观的基本维度。在国家层面,竞技体育彰显了国家的文明、富强、民主与和谐的价值追求,其中文明是魂。因此,富强、民主、和谐也可以看成是国家文明发展的不同体现。在社会层面,竞技体育在不断追求着自由、平等、公正、法治的价值诉求,其中公正为要。在个人层面,敬业是培育主体责任的主体规范,由此敬业构成爱国、诚信、友善的基础。本论文第四章探讨如何运用社会主义核心价值观引导和规范当代中国竞技体育的健康发展,尽量防止和消除竞技体育发展过程中出现的异化现象。这主要包括:注重制度伦理建设,为竞技体育健康发展提供根本保障;注重舆论宣传引导,为竞技体育健康发展营造良好氛围;注重个体道德自律,为竞技体育健康发展奠定主体基础。需要特别说明的是,本论文具体结合社会主义核心价值观十二个范畴对竞技体育伦理规范践行的探讨,尤其是在每一个层面又提出一个范畴作为主体和核心来展开阐述的做法,必然存在着概念分类的不周延和逻辑上的不严谨之处,会引起一定歧义。对此,我们认为,这样做并不意味着这些范畴优先性的简单排列,更不意味着对每一个范畴简单归类是绝对的,这样做的主要考虑是现行的社会主义核心价值观的表述已经约定俗成,其科学性和合理性不是本文探讨的问题。论文对此遗憾也只能存此留照,以待将来深入研究以改进之。

Therefore, how to competitive sports in the healthy development of good ethics to guide and control standard of the value has become a major problem of the development of competitive sports. This paper is based on the society The leading role of socialist core values, to discuss the contemporary Chinese sports ethics standard construction and practice from the perspective of political ethics, and tries to answer the construction of sports ethics core value of socialist core values has become the fundamental content of sports ethics, basic dimensions of competitive sports in the practice of socialist core values and how to to prevent and eliminate the process in the development of the competitive sports dissimilation phenomenon. Any ethical standard contains certain value attributes and values, the core values which constitute the main body and the support of ethics, influence and restrict the main value activities in the field. The socialist core values just fit the relationship between the three, provides the basis for the construction of contemporary China sports ethics core value.
