【摘要】：竞技体育综合实力是衡量一个国家或地区体育事业发展水平的重要指标之一,是国家综合实力的重要展现。事实上,党和国家都高度重视我国体育事业的发展。2016年5月,根据党中央和国务院的总体发展部署,国家体育总局发布了“体育发展'十三五'规划”,规划中指出要“以四个全面为指导思想;以服务全面建成小康社会为出发点;以创新、协调、绿色、开放共享为理念发展竞技体育”,为我国发展竞技体育指明了方向。但由于我国地域间经济、文化发展存在差异,我国竞技体育区域间发展差异明显。同时现有少量评价体系,缺乏实践层面的操作,对加快我国各个区域竞技体育事业的发展提供参考缺乏科学、合理的依据。本文主要运用了文献资料法、问卷调查法、数理统计法和层次分析法等研究方法,在对我国竞技体育事业发展要素的研究基础上,结合我国区域竞技体育事业的发展现状深入探讨了影响我国区域竞技体育事业发展的的重要因素。在此基础上,建立了我国区域竞技体育事业发展水平综合评价指标体系并确定了指标权重;同时根据2015年我国体育事业发展统计年鉴,分区域和省域进行综合评价;最终提出了我国竞技体育整体发展的策略。旨在为促进我国区域竞技体育事业的协调发展和我国竞技体育事业全面发展提供参考。结论如下:1、竞技体育是人类的一种社会性活动,是国家综合实力展现的窗口;竞技体育发展受制于地域、经济、文化等环境条件;竞技体育发展要素包括人力要素、物力要素和财力要素,其中人力要素是竞技体育发展的重要基础,物力要素是竞技体育开展的基础条件,财力基础是经济体育发展的重要保障。2、我国竞技体育事业发展水平综合评价体系包括投入指标、活动指标、产出指标3个一级指标,竞技体育人力资源指标、竞技体育基础条件指标、竞赛参与和组织状况指标、竞技体育发展指标、竞技体育绩效指标5个而指标和运动员人数指标、裁判员人数指标等23个三级指标。3、2015年我国竞技体育事业区域发展差异明显,我国东部地区竞技体育事业整体发展明显优于中部地区和西部地区;西部地区竞技体育事业发展略好于中部地区,竞技体育事业发展“中部塌陷现象”初显。4、2015年我国竞技体育事业省域发展差异明显,广东省、山东省、江苏省竞技体育事业整体发展态势较好,海南省、青海省、西藏自治区竞技体育事业整体发展相对落后,竞技体育区域间协调发展,任重道远。
[Abstract]:The comprehensive strength of competitive sports is one of the important indexes to measure the development level of a country or a region, and it is also an important manifestation of the comprehensive strength of a country.In fact, both the Party and the state attach great importance to the development of sports in China. In May 2016, according to the overall development plans of the CPC Central Committee and the State Council, the State Sports Administration issued the 13th Five-Year Plan for Sports Development.It is pointed out in the plan that "taking four aspects as the guiding ideology, serving to build a well-off society in an all-round way as the starting point, and innovating, coordinating, green, opening and sharing as the concept of developing competitive sports" has pointed out the direction for the development of competitive sports in our country.However, due to the differences in regional economy and cultural development, there are obvious differences in the development of competitive sports regions in China.At the same time, there is a small amount of evaluation system, lack of practical level of operation, to speed up the development of competitive sports in various regions of China lack of scientific and reasonable basis.This paper mainly uses the methods of literature, questionnaire, mathematical statistics and analytic hierarchy process, on the basis of the research on the elements of the development of competitive sports in China.Combined with the current situation of the development of regional competitive sports in China, this paper probes into the important factors that affect the development of regional competitive sports in China.On this basis, the comprehensive evaluation index system of the development level of regional competitive sports in our country is established and the index weight is determined, at the same time, according to the statistical yearbook of sports development in China in 2015, the comprehensive evaluation is carried out in different regions and provinces.Finally, put forward the overall development strategy of competitive sports in China.The purpose of this paper is to provide a reference for the coordinated development of regional competitive sports in China and the overall development of competitive sports in China.The conclusion is as follows: 1. Competitive sports is a kind of social activity of human being, it is the window of the comprehensive strength of the country, the development of competitive sports is restricted by regional, economic, cultural and other environmental conditions, and the elements of competitive sports development include human factors.Material and financial factors, among which human factors are the important basis for the development of competitive sports, material elements are the basic conditions for the development of competitive sports.Financial foundation is an important guarantee for the development of economic sports. The comprehensive evaluation system of competitive sports development level in China includes input index, activity index and output index, human resource index of competitive sports.Competitive sports basic condition index, competition participation and organization condition index, competitive sports development index, competitive sports performance index 5 and athlete number index, competitive sports basic condition index, competition participation and organization condition index, competitive sports development index, competitive sports performance index,In 2015, the regional development difference of competitive sports in China is obvious, and the overall development of competitive sports in eastern China is obviously superior to that in central and western regions.The development of competitive sports in the western region is slightly better than that in the central region, and the development of competitive sports cause "the collapse phenomenon in the central region" has shown at the beginning of .4. in 2015, there are obvious differences in the development of competitive sports in the province of China, Guangdong Province and Shandong Province.The overall development of competitive sports in Jiangsu Province is relatively good. The overall development of competitive sports in Hainan Province Qinghai Province and Tibet Autonomous region is relatively backward. The coordinated development of competitive sports regions has a long way to go.
