江苏省体育行业职业技能培训与鉴定工作研究

【摘要】:体育产业具有广阔的发展前景,体育产业的发展带动了体育行业从业人员的增加。江苏省作为经济大省和体育强省,体育健身市场发展迅速,规模不断扩大,对体育行业从业人员的需求越来越多。规范体育健身市场秩序、提高体育行业从业人员的素质是江苏省体育行业面临的重要问题。本研究采用文献资料法、专家访谈法、数理统计法,以江苏省体育行业职业技能培训与鉴定工作为研究对象进行研究,分析江苏省体育行业职业技能培训与鉴定工作存在的问题,并提出相应的策略。研究发现:(1)江苏省体育行业职业技能鉴定培训工作的流程是培训基地上报培训计划,审批通过后,组织参加人员进行报名,然后进行相应的培训;江苏省体育行业职业技能培训工作的推进以退役运动员为切入点,以体育院校为龙头,以健身俱乐部和运动协会为辅;培训基地分布不均,主要集中于南京。(2)江苏省体育行业职业技能鉴定工作的流程是鉴定站审批培训基地上报的培训鉴定计划,向国家体育总局职鉴中心上报鉴定计划,同时发布鉴定公告、制定实施方案,审核考生资料后,鉴定站与培训基地分别进行相应的考务准备,组织实施鉴定;获证人员将近占全国获证人数的五分之一;各项目鉴定人数严重不均;地区分布不太均衡;获证等级中初级占绝对比重;年龄结构较合理;男性比例远高于女性;体育院校学生是职鉴的主力军;参加鉴定人员呈现高学历化。(3)江苏省职鉴工作管理队伍主要采取以会代训的方式加强建设;培训师数量较多,但主要以省级培训师为主,国家级培训师数量较少;考评员数量明显不足,武术项目还没有考评员,考评员地区分布不均。(4)江苏省体育行业职鉴工作的行政管理体系是在省体育局的指导下,由职业技能鉴定中心负责组织实施职鉴工作,其他部门协调配合;规章制度的建设还不太健全,已经出台的多数配套的管理办法都处于试行阶段且多数是对鉴定工作的支持与规范,鲜有涉及到对培训工作的管理与约束;培训主要以各体育院校培训基地举办的系统培训为主体,以健身俱乐部和运动协会举办的培训为重点;形成了较为系统的考评体系;尚未形成较完善的宣传体系,建立的“江苏省体育人才与职鉴”网,内容更新不及时,有些网站板块长期得不到建设,内容陈旧。(5)提出领导重视的策略;培训基地和再培训基地建设的策略;各项目及各地区间平衡发展的策略;拓展适合女性参与项目的策略;专业人员队伍建设策略;政策体系建设策略;宣传体系建设策略。
[Abstract]:Sports industry has a broad prospect of development, the development of sports industry led to the increase of sports practitioners.As a big economic province and a strong sports province, Jiangsu Province sports fitness market is developing rapidly, the scale is expanding, and the demand for sports practitioners is more and more.It is an important problem for Jiangsu sports industry to standardize the order of sports fitness market and improve the quality of sports practitioners.This research adopts the method of literature, expert interview, mathematical statistics, and takes the training and identification of professional skills of Jiangsu sports industry as the research object.This paper analyzes the problems existing in the training and appraisal of professional skills in Jiangsu sports industry, and puts forward the corresponding strategies.The study found that the process of professional skill identification training in Jiangsu sports industry is to report the training plan to the training base, after approval, organize the participants to register, and then conduct the corresponding training;Jiangsu Province sports industry vocational skills training work to retired athletes as a starting point, sports colleges as the lead, fitness clubs and sports associations as supplementary, the training base distribution is uneven,The process of professional skills identification in Jiangsu sports industry is to examine and approve the training appraisal plan reported by the training base at the appraisal station, to report the appraisal plan to the Vocational Inspection Center of the State Sports Administration, and to issue an appraisal announcement at the same time.Make the implementation plan, examine the examinee data, the appraisal station and the training base separately carry on the corresponding examination preparation, organize to carry out the appraisal; the person who obtains the certificate accounts for nearly 1/5 of the whole country get the certificate number; the appraisal number of each item is serious uneven;The regional distribution is not very balanced; the primary level is the absolute proportion; the age structure is reasonable; the proportion of male is much higher than that of female;The management team of Jiangsu Province mainly adopts the method of substitute training to strengthen the construction, the number of trainers is more, but mainly the provincial trainers, the number of national trainers is relatively small.The number of examiners is obviously insufficient. There are no examiners in martial arts projects, and the area distribution of examiners is uneven. 4) the administrative management system for the job inspection work of the sports industry in Jiangsu Province is under the guidance of the Provincial Sports Bureau.The Vocational skills Appraisal Center shall be responsible for organizing and implementing the job inspection work, and other departments shall coordinate with each other; the construction of the rules and regulations will not be very sound,Most of the management methods that have been issued are in the trial stage and mostly support and standardize the appraisal work, few of them involve the management and restriction of the training work;The training mainly takes the systematic training held by the training bases of various sports colleges and universities as the main body, and focuses on the training organized by the fitness clubs and sports associations. It has formed a relatively systematic evaluation system, and has not yet formed a relatively perfect propaganda system.The "Jiangsu Province Sports Talent and Job Inspection" network, the content update is not timely, some websites can not be built for a long time, the content of obsolete. 5) put forward the strategy of leadership attention, training base and retraining base construction strategy;Strategies for balanced development of projects and regions; strategies for expanding the participation of women in projects; strategies for building professional teams; strategies for building policy systems; strategies for building propaganda systems.
