体育协治:深化体育改革的一种理论解释与实践路径

【摘要】：采用文献资料法,以体育协治为理论分析工具,探讨深化体育改革的理论问题与实践路径。认为如今深化体育改革的实践,乃是对1993年改革方案未完成任务的延续,竞技体育的成功以及举办奥运会的外部效应,客观上搁置了本应面向社会和市场的体育改革。举国体制在竞技成绩的取得方面虽然多有贡献,但是这种体制也会让我国体育事业的发展受困于公权利益问题,强调行政工作与结果,而非侧重效率及受益的群体,造成各价值主体的利益不平衡。深化体育改革,必须走体育协治的实践路径。体育协治意味着积极培育体育改革与发展能力,不限于政府的权力统治、发号施令或运用权威,而是明确肯定在涉及体育的各个社会公共机构之间存在着权利依赖关系,政府的参与有助于体育治理过程中各利益主体的积极互动。体育协治的根基是实体化、去行政化的体育运行机制,其主要方向则是通过市场竞争规则的完善构建"公平竞争秩序",协调体育系统中的利益冲突,不是政府的大包大揽,但也不是职业俱乐部或体育企业的无所不能和越俎代庖,要充分尊重和发挥行业协会在体育发展方面的核心专业能力。国家层面的体育行业协会,独立性建设是改革的关键路径;民间基层的体育行业协会,志愿性建设是发展的关键路径。
[Abstract]:This paper discusses the theoretical problems and practical paths of deepening the reform of sports by using the method of literature and materials and taking the co-treatment of sports as the theoretical analysis tool. It is considered that the practice of deepening the sports reform is a continuation of the unfinished task of the reform scheme in 1993, the success of competitive sports and the external effect of hosting the Olympic Games, which objectively shelves the sports reform which should be oriented to the society and the market. Although the national system has made many contributions to the achievement of competitive achievements, this system will also make the development of our country's sports cause beset by the issue of public rights and interests, emphasizing administrative work and results, rather than focusing on efficiency and benefit groups. Causes the benefit of each value main body to be unbalanced. To deepen the reform of sports, we must take the practical path of sports co-administration. Sports co-administration means actively cultivating the ability of sports reform and development, which is not limited to the power rule of the government, giving orders or using authority, but clearly affirming the existence of the right dependence relationship among the various social public institutions involved in sports. The participation of the government is helpful to the positive interaction of various stakeholders in the process of sports governance. The foundation of sports co-administration is materialization and deadministrative sports operation mechanism. Its main direction is to construct "fair competition order" through perfecting the rules of market competition, to coordinate the conflicts of interests in the sports system, not to make a big effort by the government. But it is not the omnipotence of the professional club or the sports enterprise, we should fully respect and give play to the core professional ability of the trade association in the sports development. At the national level, the construction of independence is the key path of reform, and the voluntary construction is the key path of development.
