江苏省政府部门支持市级体育社会组织发展资金使用研究

【摘要】：改革开放以来,中国经济社会发展水平不断提高,全面建设小康社会得到进步,体育社会组织的数量和质量迅速增长,规模也不断扩大,各类型体育社会组织似雨后春笋般不断显现。体育社会组织日益成为满足群众不断增长的多样化体育需求的重要载体。通过检索文献和搜集、整理相关资料发现,当前国内学者认为当下政府的群众体育管理方式的确曾经助力于群众体育的发展,但是,现阶段的管理方式存在诸多缺陷:群众体育管理制度不够健全、管理手段单一,未能满足群众体育的多样化需求,公众参与体育的积极性不能有效地被调动。当前的研究对相关概念梳理、现状描述、问题与分析层面研究颇多,而实证研究尤其是从政府部门支持体育社会组织发展资金使用的角度研究当前我国群众体育管理和群众体育公共服务供给中的问题还比较少。江苏省作为我国东部沿海地区经济社会发展前列地区,针对该省相关领域的研究比较缺失。根据委托代理理论、公共治理理论等理论,本研究通过对江苏省政府部门支持市级体育社会组织发展资金使用过程中的支持模式进行梳理、研究和分析,并探索江苏省政府部门支持体育社会组织的成效,以及存在的问题和原因,提高对这些问题的认识和理解,进而提出完善江苏省政府部门支持体育社会组织发展资金使用过程和加强江苏省各市级体育社会组织发展建设的相关建议。论文研究的主要问题有当前法律制度不够健全,江苏省政府与市级体育社会组织之间的权责不明晰,支持的资金数额难以准确确定,支持资金使用不够灵活,资金保障机制缺乏等,结论为当前体育社会组织发展还处于初始阶段,与政府有紧密联系,是体育公共服务供给的主要载体等方面。笔者建议江苏省政府部门从法律、财政等方面继续健全制度化的保障机制,明确政府与市级体育社会组织在支持过程中的权责关系,确立平等的契约关系,政府购买群众体育公共服务的流程需要规范,继续完善支持资金使用的监督体系,充分利用评估结果,促进政府支持市级体育社会组织发展资金的有效利用等。
[Abstract]:Since the reform and opening up, the level of economic and social development in China has been continuously improved, progress has been made in building a well-off society in an all-round way, the number and quality of sports social organizations have increased rapidly, and the scale of sports social organizations has continued to expand. Various types of sports social organizations appear like bamboo shoots after a spring rain. Sports social organizations are increasingly becoming an important carrier to meet the increasing variety of sports needs of the masses. Through searching the literature and collecting and sorting out the relevant information, it is found that the current domestic scholars believe that the current government's management of mass sports has indeed contributed to the development of mass sports, but, At the present stage, there are many defects in the management mode: the management system of mass sports is not perfect enough, the management means are single, the diversified demands of mass sports can not be satisfied, and the enthusiasm of the public participating in sports can not be effectively mobilized. The current research on related concepts, description of the status quo, problems and analysis of the level of research is quite a lot of, The empirical research, especially from the perspective of government departments supporting the development of sports social organizations, the use of funds to study the current mass sports management and mass sports public service supply problems are still relatively small. As the leading economic and social development area in the eastern coastal areas of China, Jiangsu Province is relatively lacking in research on the relevant fields of the province. According to the principal-agent theory and the theory of public governance, this study combs, studies and analyzes the supporting modes in the process of government departments supporting the development of sports social organizations in Jiangsu Province. And to explore the effectiveness of government departments in supporting sports social organizations in Jiangsu Province, as well as the existing problems and reasons, to improve the understanding and understanding of these problems. Then it puts forward some suggestions on how to improve the process of government departments in Jiangsu Province to support the development of sports social organizations and how to strengthen the development and construction of sports social organizations in Jiangsu Province. The main problems studied in this paper are that the current legal system is not perfect, the power and responsibility between Jiangsu Provincial Government and municipal sports social organizations are not clear, the amount of funds supported is difficult to determine accurately, and the use of support funds is not flexible enough. The conclusion is that the development of sports social organization is still in its initial stage, which is closely related to the government and is the main carrier of the public sports service supply. The author suggests that the government departments in Jiangsu Province should continue to improve the institutionalized safeguard mechanism in terms of law and finance, clarify the power and responsibility relationship between the government and the municipal sports social organizations in the support process, and establish an equal contractual relationship. It is necessary for the government to standardize the process of purchasing mass sports public services, to continue to improve the supervision system for the use of supporting funds, to make full use of the evaluation results, and to promote the effective utilization of funds for the development of municipal sports social organizations by the government.
