体育社会组织监管新视阈:社会责任国际标准

【摘要】：优化体育社会组织监管是新时期下创新体育社会组织管理,推动体育社会组织改革的重要手段。社会责任国际标准为体育社会组织监管提供了全新的借鉴思路和方法。主要采用文献资料法,探讨了运用社会责任国际标准指导体育社会组织监管的必要性,分析了其面临的组织治理实效有待提高、人权至上理念不够牢固、劳工实践活动较为匮乏、环境保护领域缺少关注、公平运营实践面临威胁、"社会体育活动参与者"待遇不公、社区参与和发展亟待深入等障碍。研究表明:体育社会组织对社会责任国际标准的理解尚未深入、重视和运用社会责任国际标准的力度不够、运用社会责任国际标准的过程监管和评估体系存在缺失、社会责任国际标准运用后期反馈不足是其主要原因。从而提出了加大运用力度、创新社会责任国际标准的宣传渠道和推广模式,提升运用速度、因地制宜地加快社会责任国际标准落地生根,挖掘运用深度、充分发挥社会责任国际标准的潜力和后发优势,拓展运用广度、扩大社会责任国际标准的影响力和辐射范围等建议。
[Abstract]:Optimizing the supervision of sports social organizations is an important means to innovate the management of sports social organizations and promote the reform of sports social organizations. The international standards of social responsibility provide new ideas and methods for the supervision of sports social organizations. This paper discusses the necessity of using the international standard of social responsibility to guide the supervision of sports social organization, and analyzes that the actual effect of organization governance needs to be improved, and the concept of human rights supremacy is not firm enough. The labor practice activity is relatively scarce, the environmental protection domain lacks the attention, the fair operation practice faces the threat, the "social sports activity participant" treatment is unfair, the community participation and the development urgently need to deepen and so on the barrier and so on. The study shows that the understanding of international standards of social responsibility in sports social organizations has not been deepened, the attention and application of international standards of social responsibility are not enough, and the process supervision and evaluation system of applying international standards of social responsibility is deficient. The main reason is the lack of feedback in the application of international standards of social responsibility. Therefore, the author puts forward that the propaganda channels and promotion models of international standards for social responsibility should be strengthened, the propaganda channels and promotion models of international standards for social responsibility should be innovated, the speed of application should be improved, and the international standards on social responsibility should be accelerated to take root and to dig into the depth of application. Give full play to the potential and late-development advantages of international standards of social responsibility, expand the scope of application, expand the influence and radiation scope of international standards of social responsibility and so on.
