“校园足球推广计划”和“足球发展试点城市项目”共同作用下对武汉市区级青训中心的研究

【摘要】：2009年武汉市最早作为全国44个校园足球布局城市之一,2012年武汉市政府与中国足协签订了中国足球发展试点城市计划。近四年的发展现在武汉市在校园足球和市足协青训工作有了一定的基础。国家在提出体教结合的政策思想后,2014年正式大力推广校园足球活动,并坚持体教结合,这标志着我国的足球在今后将发生实质性的改革。在此背景下,国务院要求教育部推进校园足球全面升级,足球后备人才的培养方针随之而转变,使得当下对研究校园足球和足球后备人才培养方式的研究的意义变得重大,本人针对校园足球活动推广和足球发展试点城市项目背景做了相应研究,阐述在二者背景下武汉市区级青训中心成立的契机和运行体系。目前武汉市在政府领导下,由教育部门与足管中心合作建立的区级青训中心正是两者共同作用下,开展校园足球与培养青少年足球后备人才结合的产物,其建立的意义不仅仅在于武汉市青少年人才的培养,也在于促进武汉市青少年足球整体水平,提升城市足球的魅力。本文章利用了文献资料法、实地调查法、专家访谈法、问卷调查法、数理统计法、逻辑分析法,对武汉市区级青训中心的整个工作内容和运行体系来进行研究和分析,针对武汉市区级青训中心在建立和工作开展中的,管理体系、政府部门的职能作用、训练与竞赛体系、人力资源、监管体系以及保障体系等六个方面做了相应的剖析。得出了在武汉市目前的区级青训中心在建立和工作中的一些结论:在武汉市目前的区级青训体系在管理体系上较完整,管理监督单位在不同的系统中,体育部门和教育部门之间没有形成相应评价机制,对青训中心的提高训练管理有所疏忽。在人力资源方面,政府和社会加大经费投入,教练员基本满足区级青训点的训练要求,但是随着参训的学生的增加,教练员在补充人员方面存在着滥竽充数的情况。竞赛和训练方面,由于社会资源和经费的流动导向,中心城区训练效果远远好于边远城区。在校园足球的快速普及和政府的大力扶持,武汉市今年来足球联赛越办越红火,联赛组织达到千队万人的规模。另外在监督体系和保障体系方面做出了相应的阐述和分析。最后根据武汉市目前区级青训中心的现状和校园足球学校情况,全面总结武汉市区级青训中心整体的发展情况和存在的问题。
[Abstract]:Wuhan was one of the first 44 campus football cities in China in 2009. In 2012, Wuhan Municipal Government and the Chinese Football Association signed a pilot city plan for the development of Chinese football. Nearly four years of development now Wuhan City in campus football and the City Football Association Youth Academy work has a certain basis. After putting forward the policy thought of combination of sports and education, in 2014, the country formally popularized the campus football activities and insisted on the combination of sports and education, which indicates that the football of our country will take place substantive reform in the future. In this context, the State Council has asked the Ministry of Education to promote the overall upgrading of campus football, and the training policy of football reserve talents has been changed, which makes the current research on campus football and football reserve talents training way become significant. Based on the background of the campus football promotion and football development pilot city project, this paper expounds the opportunity and operation system of the establishment of Wuhan district youth training center under the two background. At present, under the leadership of the government, the district youth training center, set up by the education department and the foot management center, is the product of the combination of the development of campus football and the training of youth football reserve talents. The significance of its establishment lies not only in the cultivation of youth talents in Wuhan, but also in promoting the overall level of youth football in Wuhan and enhancing the charm of urban football. This paper makes use of the methods of literature, field investigation, expert interview, questionnaire investigation, mathematical statistics and logic analysis to study and analyze the whole work content and operation system of Wuhan Youth training Center at district level. This paper analyzes the six aspects of Wuhan district youth training center in establishing and carrying out management system, function of government department, training and competition system, human resource, supervision system and security system. Some conclusions are drawn from the establishment and work of the current district youth training center in Wuhan: in Wuhan, the current district youth training system is relatively complete in management system, and the management supervision units are in different systems. There is no corresponding evaluation mechanism between sports department and education department, and neglect of improving training management in youth training center. In terms of human resources, the government and the society increase the investment, coaches basically meet the training requirements of district youth training points, but with the increase of students, coaches in the supplementary staff in the situation of making up the number. Competition and training, due to the flow of social resources and funds, the effect of central urban training far better than the remote urban areas. With the rapid popularization of campus football and the strong support of the government, the football league in Wuhan has become more and more popular this year, and the organization of the league has reached the scale of tens of thousands of people. In addition, the supervision system and the security system have made the corresponding elaboration and analysis. Finally, according to the current situation of Wuhan district youth training center and campus football school, the overall development and problems of Wuhan district youth training center are summarized.
