日本社会体育政策解读及对我国全民健身的启示

【摘要】：国外社会体育政策研究是促进我国社会体育事业和全民健身活动不断发展的必要途径。随着我国经济和社会的快速发展,社会体育事业的发展水平仍有待进一步提高。研究梳理了日本社会体育政策及其发展过程,并归纳出其四大体育政策效应:一是社会公众参与社会体育活动的方式仍以个人项目和个人参与方式为主;二是参与社会体育俱乐部的社会公众数量和比例在不断增长;三是社会公众参与社会体育运动的状况在一定程度上呈现出两极分化的态势;四是政府在促进社会体育活动的发展过程中发挥了重要作用。对我国全民健身启示是:完善公共体育服务体系,保障全民体育权利;优化社会体育政策内容,有效实现政策衔接;加大财政投入力度,夯实全民健身财政基础;以社区为中心,构建"新型公共"体育俱乐部。
[Abstract]:The study of social sports policy abroad is a necessary way to promote the development of social sports and national fitness activities in China. With the rapid development of our economy and society, the development level of social sports still needs to be further improved. The research combs the Japanese social sports policy and its development process, and sums up its four major sports policy effects: first, the social public participation in social sports activities is still in the way of individual projects and individual participation; Second, the number and proportion of the social public participating in social sports clubs are increasing, and the situation of social public participation in social sports shows a trend of polarization to a certain extent. Fourth, the government has played an important role in promoting the development of social sports activities. The enlightenment to the national fitness of our country is: perfecting the public sports service system, guaranteeing the sports right of the whole people; optimizing the content of the social sports policy, realizing the policy link effectively, increasing the financial input, strengthening the financial foundation of the whole people's fitness; Take the community as the center, constructs the "new public" sports club.
