联合国2015年后发展议程视域下全球体育秩序变革研究

【摘要】：采用文本分析、内容分析等公共政策研究方法,以联合国2015年后发展议程中的体育议题为逻辑进路,介绍"体育促进世界和平与发展"理念;通过政治学团体理论和公共政策学倡导联盟框架模型,比较分析联合国体系、奥林匹克体系及其在全球体育秩序中的结构与关系,并对全球体育发展政策进行了阐释。研究认为,体育对世界和平与发展的促进是间接且非显性的,但通过体育促进世界发展与社会变革,是现代政治文化赋予体育运动的新内涵,亦是全球体育治理态势的新动向。虽然在组织理念和执行准则层面有所冲突,联合国体系与奥林匹克体系在全球体育公共事务上形成了态度开放、良性竞合的新型伙伴关系。奥林匹克体系拥有体育自治权,并依靠精神感召、规制合谋与利益分享机制,控制着全球体育文化产品价值链。联合国体系借助宏观政策和发展战略倡议领袖优势,通过影响成员国体育公共事务部门,将体育作为社会单元纳入到世界发展蓝图,为新的全球发展目标实现提供动力与支撑。
[Abstract]:Using public policy research methods such as text analysis and content analysis, this paper introduces the concept of "Sport for world peace and development" with sports issues in the post-2015 development agenda of the United Nations as the logical approach; Through the theory of political science group and the frame model of public policy advocacy alliance, this paper makes a comparative analysis of the United Nations system, the Olympic system and its structure and relationship in the global sports order, and explains the global sports development policy. It is considered that the promotion of sports to world peace and development is indirect and non-explicit, but the promotion of world development and social change through sports is a new connotation given to sports by modern political culture, and a new trend of global sports governance. Although there is a conflict between organizational concepts and enforcement norms, the United Nations system and the Olympic system have formed a new and open-minded partnership in global sports and public affairs. The Olympic system has the right of sports autonomy and relies on spiritual inspiration to regulate collusion and benefit-sharing mechanism and control the value chain of global sports and culture products. Taking advantage of the leadership advantage of macro-policy and development strategy initiative, the United Nations system has integrated sport as a social unit into the blueprint of world development by influencing the sports public affairs sectors of member countries, thus providing impetus and support for the achievement of new global development goals.
