农村教师专业发展的政策适应性研究

【摘要】:随着国家对农村义务教育的重视,建设一支高质量的农村教师队伍是关键。国家已经颁布了一些促进教师专业发展的政策,但这些政策是否适应农村环境还未受到关注。本文采用文献研究法、政策文本解读法和调查研究法,对农村教师专业发展的相关政策进行梳理和分析,并对政策的适应性状况进行实地调查,以期从文本层面和执行层面寻找农村教师专业发展的政策适应性存在的问题,并提出相应的改进建议。 本文通过政策梳理发现,教师职业道德规范从1984年出台到2008年最后一次修订,形式越来越规范、内容层次逐渐分明、专业性逐渐增强;国家制定的农村教师学科专业发展政策主要以学历补偿政策为主,并提供相应的培训政策,力求使农村教师的学历达到国家规定的标准;国家宏观层面的教师职称评定政策还未修订,尽管2011年提出中小学设置正高级职称,但对于仅有个别中高级教师的农村来说,这种职称只能是形同虚设。从调研结果得知,师德规范在农村学校的运行状况不佳,农村教师仅凭良心从教;农村教师的学历基本达到国家要求,但学历教育提升给他们带来的收获并不大;教育信息技术已走入农村学校,但还未全面普及;培训有效性差,农村教师收获小;中高级职称评定名额极少影响农村教师积极性。通过研究发现,农村落后的经济是导致农村教师专业发展政策执行受阻的最根本原因。 最后,结合农村的现实环境和教师个体状况,笔者提出了相应的改进建议:配套可操作的师德规范政策;统筹城乡经济教育一体化;注重农村教师内涵式发展;均衡配置城乡教育资源;保障经费的前提下根据农村教师的培训需求制定政策;增加职称评定名额以激励农村教师专业发展。
[Abstract]:With the importance of compulsory education in rural areas, building a high-quality rural teachers is the key. The country has promulgated some policies to promote the professional development of teachers. However, whether these policies adapt to the rural environment has not been concerned. This paper uses literature research, policy text interpretation and research methods to sort out and analyze the relevant policies of rural teachers' professional development. In order to find the problems existing in the policy adaptability of rural teachers' professional development from the aspect of text and implementation, this paper makes a field investigation on the adaptability of the policy, and puts forward corresponding suggestions for improvement. This article through the policy combing discovered, the teacher professional ethics standard from 1984 to 2008 last revision, the form is more and more standard, the content level is gradually clear, the specialization gradually strengthens; The policy of discipline and professional development of rural teachers made by the state is mainly based on the policy of compensation for academic qualifications and provides corresponding training policies in order to make the qualifications of rural teachers meet the standards set by the state. The national macro level of teacher title evaluation policy has not been revised, although in 2011 proposed that primary and secondary schools set up a senior title, but for only a few senior teachers in rural areas. This kind of title can only be empty. From the results of investigation, it is known that the running condition of teachers' moral standards in rural schools is not good, and rural teachers only teach according to conscience; Rural teachers' academic qualifications basically meet the requirements of the state, but the promotion of education for them does not bring great results; Education information technology has entered rural schools, but has not yet been fully popularized; The training effectiveness is poor, the rural teacher gains little; Through the research, it is found that the backward economy in rural areas is the most fundamental reason for the hindrance in the implementation of rural teachers' professional development policy. Finally, combined with the rural real environment and the individual situation of teachers, the author puts forward the corresponding suggestions for improvement: the policy of supporting and operating the standard of teachers' ethics; The integration of urban and rural economic education; Pay attention to the implicit development of rural teachers; Balanced allocation of urban and rural educational resources; Making policies according to the training needs of rural teachers on the premise of guaranteeing funds; Increase the number of professional titles to encourage professional development of rural teachers.
