【摘要】："教育规划纲要"是政府对中长期教育事业进行宏观调控和战略管理的总体依据,是教育领域配置各类资源、调整社会利益关系、实现改革发展目标的重要政策工具。如何将其确定的目标、任务纳入各级政府的职责体系,将贯彻落实规划的行动纳入法治化轨道,需要一定的机制予以保证。
[Abstract]:The outline of Education Planning is the overall basis for the government to carry out macro-control and strategic management of the medium- and long-term educational undertakings, and it is also the allocation of all kinds of resources in the field of education and the adjustment of the relationship of social interests. How to integrate the goals and tasks of the government at all levels into the responsibility system of the governments at all levels, and how to bring the planned actions into the track of rule of law requires a certain mechanism to ensure the realization of the goals of reform and development.
