山西省农村教育人力资本投资问题研究

【摘要】：十八大报告指出，，“三农”问题是我党工作的重中之重。“三农”问题的关键是农民问题，而农民问题最突出的就是农民增收困难。山西是一个欠发达的内陆省份，农民问题尤为突出，表现为农村经济发展水平低，农民人均纯收入在中部六省中最低。究其原因，与农村教育人力资本投资密切相关，本文试图通过研究山西省农村教育人力资本投资的现状和问题，剖析产生问题的原因，并提出相应的政策建议。全文在借鉴前人的相关理论研究成果和实践经验的基础上，以人力资本理论，尤其是教育人力资本理论为指导，以山西省农村教育人力资本投资为主要研究对象，通过分析山西省农村教育人力资本投资总体的状况与问题、山西省农村教育人力资本投资构成的现状与问题、山西省人均受教育年限现状与问题来研究山西省农村教育人力资本投资的现状与问题。从经费支出、管理体制、教育宣传三个方面剖析了山西省教育人力资本投资存在问题的原因。在透视国外农村教育投资的基础上，提出了改善山西省农村教育人力资本投资问题的对策建议：加大政府教育经费支出，提高教育人力资本投资利用效率；建立完善的筹资机制，拓宽教育人力资本投资渠道；营造良好的投资氛围，转变教育人力资本投资观念。
[Abstract]:The report of the 18th National Congress pointed out that the issue of agriculture, rural areas and farmers is the top priority of our party's work. The key to the problem of agriculture, countryside and farmers is the problem of farmers, and the most prominent problem of farmers is the difficulty of increasing farmers' income. Shanxi is an underdeveloped inland province, the problem of farmers is especially prominent, which shows that the level of rural economic development is low, and the per capita net income of farmers is the lowest in the six central provinces. The reason is closely related to the investment of rural educational human capital. This paper attempts to analyze the causes of the problems by studying the present situation and problems of rural educational human capital investment in Shanxi Province, and puts forward corresponding policy recommendations. On the basis of the previous relevant theoretical research results and practical experience, this paper takes the theory of human capital, especially the theory of educational human capital as the guidance, and takes the investment of rural educational human capital of Shanxi Province as the main research object. Based on the analysis of the overall situation and problems of rural educational human capital investment in Shanxi Province, the present situation and problems of the composition of rural educational human capital investment in Shanxi Province are analyzed. This paper studies the present situation and problems of human capital investment in rural education in Shanxi Province. This paper analyzes the causes of the problems in the investment of educational human capital in Shanxi Province from the aspects of expenditure, management system and education propaganda. Based on the perspective of foreign rural education investment, the paper puts forward the countermeasures and suggestions to improve the investment of rural education human capital in Shanxi Province: to increase the expenditure of government education funds and to improve the efficiency of investment and utilization of educational human capital; We should establish a perfect financing mechanism, widen the investment channels of educational human capital, create a good investment atmosphere and change the concept of educational human capital investment.
