西部地区义务教育均衡发展:历程、特色与趋势

【摘要】：西部地区发展基础、发展底线与其他地区的巨大落差,决定了其义务教育均衡是一种不断提升自身底线的教育均衡发展模式。西部地区的义务教育均衡发展的历程大致可划分为潜伏期、探索期、倾斜期三个阶段。其发展特色为:在现实的基础上萌芽,在外援的基础上成长,在扶弱的基础上发展,在创新的基础上壮大。西部地区义务教育均衡发展的趋势为:由资源配置向资源激活发展,由多层级负责向省级统筹发展和由弱势帮扶向校际互动发展。
[Abstract]:The development foundation of the western region and the huge difference between the development bottom line and other regions determine that the compulsory education equilibrium is a kind of education balanced development mode which constantly improves its own bottom line. The course of balanced development of compulsory education in western China can be divided into three stages: incubation period, exploration period and tilt period. Its development characteristics are as follows: sprouting on the basis of reality, growing on the basis of foreign aid, developing on the basis of supporting the weak, and strengthening on the basis of innovation. The trend of balanced development of compulsory education in the western region is as follows: from resource allocation to resource activation, from multi-level responsibility to provincial overall development and from weak help to inter-school interaction.
