政府在义务教育服务中的绩效分析——基于北京市义务教育满意度的调查

【摘要】：本研究从北京市义务教育阶段学生家长对义务教育满意度的微观调查数据出发,分析了政府在这一教育阶段的绩效水平。研究结果表明,家长的义务教育满意度反映了政府在招生制度、财政制度和管理制度上的绩效水平,同时,不同背景的家长对政府不同方面的满意度评价不同。高学历和高收入水平的家长对政府的招生制度满意度偏低;而低学历和低收入水平的家长对政府的财政制度满意度偏低;外地户籍的家长对政府的财政制度满意度偏低。这些结果说明了家长的参与将会是提高政府绩效的重要手段,作者从公共选择理论的角度对结果进行了解释。
[Abstract]:Based on the microcosmic survey data of parents' satisfaction with compulsory education in Beijing, this study analyzes the performance level of the government in this stage of education. The results show that the satisfaction of parents in compulsory education reflects the performance of the government in the enrollment system, financial system and management system. At the same time, parents from different backgrounds have different satisfaction evaluation on different aspects of the government. Parents with high educational background and high income level have low satisfaction with the government enrollment system, while the parents with low educational background and low income level have low satisfaction with the government financial system, and parents with non-resident registration are less satisfied with the government financial system. These results show that parental participation will be an important means to improve government performance. The author explains the results from the perspective of public choice theory.
