我国学前教育经费投入—产出效率分析及政策建议

【摘要】:在当前学前教育经费投入持续增加的背景下,对学前教育经费投入—产出效率进行研究,可以为政府的学前教育经费投入决策提供科学参考依据。在构建我国学前教育经费投入—产出评价指标体系的基础上,本研究以全国31个省(市、自治区)为决策单元,从2003—2013年(2012年除外)《中国教育统计年鉴》和2004—2014年(2013年除外)的《中国教育经费统计年鉴》中直接获取或间接计算出指标体系所需数据,然后用DEAP2.1软件对我国学前教育经费投入—产出效率进行DEA实证分析,结果发现:(1)学前教育经费投入—产出的综合效率值整体不高,且综合效率值的高低与经济发展水平并不成正相关,东部地区低于中西部地区;(2)学前教育经费投入—产出的纯技术效率值较高,与经济发展水平呈正相关,东、中部地区纯技术效率均值高于西部地区;(3)学前教育经费投入—产出的规模效率值整体较低,其中东部地区的规模效率低于中、西部地区。总体上看,我国学前教育经费投入—产出效率不高,尤其是规模效率较低。今后,我国中央政府应均衡学前教育经费投入的地区结构,向中、西部倾斜,东部省份则应调整幼儿园经费投入方式和侧重点,避免经费使用中的浪费现象;我国各地方政府应创新学前教育经费投入模式,变单一向供给方投入为同时向供给方与需求方投入,并加大对接受了更多幼儿入园的普通民办园的经费支持,避免学前教育经费投入出现"马太效应"。此外,我国各地方政府还应根据地区经济和学前教育发展状况科学理性投入,并依据投入对象的特点建立长效的投入体制与机制,避免只重形式和政绩的"虚胖"投入,促使经费投入发挥最大效益。
[Abstract]:Under the background of the continuous increase of preschool education expenditure, the research on the efficiency of pre-school education expenditure input and output can provide a scientific reference for the government's pre-school education expenditure decision. On the basis of constructing the evaluation index system of pre-school education funds input-output, this study takes 31 provinces (municipalities and autonomous regions) as decision-making units. Derived directly or indirectly from the Statistical Yearbook of China's Education Statistics for 2003-2013 (except 2012) and the Statistical Yearbook of China's Educational Expenditure for 2004-2014 (except 2013), Then we use DEAP2.1 software to analyze the input-output efficiency of pre-school education in China by DEA. The results show that the comprehensive efficiency of input-output of pre-school education is not high. Moreover, the level of comprehensive efficiency is not positively correlated with the level of economic development, but is lower in the eastern region than in the central and western regions. The pure technical efficiency of the input-output of pre-school education is higher, and it is positively related to the level of economic development. The average value of pure technical efficiency in the central region is higher than that in the western region) the scale efficiency of the input-output of pre-school education funds is lower, and the scale efficiency of the eastern region is lower than that of the central and western regions. On the whole, the input-output efficiency of preschool education is not high, especially the scale efficiency is low. In the future, the central government of our country should balance the regional structure of pre-school education funds, incline to the central and western regions, and the eastern provinces should adjust the mode and emphasis of kindergarten funds investment to avoid the waste of funds in the use of funds. Local governments in China should innovate the mode of pre-school education funds investment, change from single input to supply side and demand side input, and increase the financial support for ordinary private kindergartens that accept more children into the school. Avoid the "Matthew effect" in the investment of preschool education. In addition, the local governments in our country should also set up a long-term investment system and mechanism according to the status of regional economy and preschool education development, and establish a long-term investment system and mechanism according to the characteristics of the input object, so as to avoid the "empty fat" investment which only emphasizes the form and achievements. To promote the investment of funds to play the maximum benefit.
