准公共产品视角下学前教育供给问题研究

【摘要】:文章基于准公共产品理论,以东部地区4所城市的调查为例,对城市学前教育供给模式、现状、学前教育供给存在的主要问题进行分析。研究发现,目前我国学前教育供给尚面临总量不足、社会资源利用不够等问题。学前教育财政支出重心过低和基层政府支付能力较弱,是造成我国学前教育供给不足的重要原因。解决学前教育供给不足问题,应在明确政府责任的前提下,继续完善财政投入机制,强化省级统筹,提高财政补贴效用,完善学前教育多主体供给机制。
[Abstract]:Based on the theory of quasi-public goods and taking the investigation of four cities in eastern China as an example, this paper analyzes the supply mode, current situation and main problems of pre-school education supply in urban areas. It is found that the supply of preschool education in China is still facing the problems of insufficient total amount and insufficient utilization of social resources. The low focus of pre-school education expenditure and the weak payment ability of grass-roots governments are the important reasons for the shortage of pre-school education supply in China. In order to solve the problem of insufficient supply of preschool education, we should continue to improve the financial input mechanism, strengthen the coordination of provincial level, improve the utility of financial subsidy, and perfect the supply mechanism of multi-subjects in preschool education on the premise of clear government responsibility.
