公租房社区幼儿免费教育的路径及机制创新——以重庆公租房示范社区“民心佳园”为例

【摘要】：幼儿教育是国民教育体系的起点,教育起点的相对公平对于缩小城乡差距和阶层差距具有重要意义。幼儿教育应该是公益性的,政府应切实履行自身的社会服务职责,通过公共财政为社会处境不利儿童提供免费学前教育。公租房社区有其自身的特殊性,其居住群体均为政府扶持的中低收入者,政府为其子女提供免费的幼儿教育应是政府公共服务的应有之义。作为中国最早启动大规模公租房建设的城市,重庆建立公租房社区免费幼儿教育机制具有重要的引导作用和现实意义,为此需要构建政府引导、社会参与、企业支持的多元免费幼儿教育支撑体系,同时建立和实施相应的人力资源保障机制和教育经费保障机制。
[Abstract]:Preschool education is the starting point of the national education system. The relative fairness of the starting point of education is of great significance for narrowing the gap between urban and rural areas and stratum. Early childhood education should be public welfare and the government should fulfill its social service responsibility and provide free preschool education to socially disadvantaged children through public finance. The community of public rental housing has its own particularity, and its living groups are all middle and low income people supported by the government. The government should provide free early childhood education for its children should be the proper meaning of the government public service. As the earliest city in China to start the construction of large-scale public rental housing, Chongqing has an important guiding role and practical significance to establish a free early childhood education mechanism in public rental housing community. Therefore, it is necessary to build government guidance and social participation. The enterprise supports the support system of multi-free preschool education, and establishes and implements the corresponding human resources guarantee mechanism and education funds guarantee mechanism.
