隶属关系对高职院校办学的影响研究

【摘要】:高职院校隶属关系问题发端于普通高教体制改革,集中在省域范围、中观层次,当前已阻碍高职院校办学。隶属关系问题的逻辑依据是高职教育的基本属性。隶属关系问题包括纵向设计和横向配置,分别对应有"省级统筹说"与"市级统筹说"、"单一部门统一管理型说"与"多部门分散管理型说"等观点。隶属关系的内涵即管理体制制约着高职院校的领导干部管理体制、经费来源渠道、办学自主权。基于公平和效率的考量,应变革为由省级政府为主统筹管理,吸收单一部门统一管理模式的优点实行教育部门、行业厅局等多部门分散管理;内涵影响方面,应打破隶属部门界限组建优质高效干部团队,建立以省级财政拨款为主的无差别财政经费制度,并扩大高职院校办学自主权。
[Abstract]:The problem of the subordinate relationship in higher vocational colleges originates from the reform of the general higher education system, focusing on the provincial scope and the meso level. The logical basis of membership relationship is the basic attribute of higher vocational education. There are "provincial overall planning theory" and "municipal overall planning theory", "single department unified management theory" and "multi-department decentralized management theory" respectively. The connotation of the subordinate relationship, that is, the management system restricts the management system of the leading cadres in higher vocational colleges. Based on the considerations of fairness and efficiency, it should be changed to the provincial government as the main overall management, absorbing the advantages of a single department unified management model to implement the education department, trade bureau and other multi-department decentralized management; In terms of connotation influence, we should break the limits of subordinate departments and set up a high-quality and efficient cadre team, establish a system of non-differentiated financial funds based on provincial financial allocations, and expand the autonomy of higher vocational colleges in running a school.
