云南省高等职业教育投入的现状及效率研究

【摘要】：改革开放以来，云南省委、省政府依托全国高等职业教育发展的大背景，通过“十一五”期间的改革和发展，使云南省高等职业教育在办学规模、办学条件、专业结构、师资力量建设以及办学质量和实力上实现了稳步发展和上升，高等职业教育也已经担负起为云南省培养高素质技能型人才的重要角色。云南省位于祖国西南边陲，作为多民族聚居省份，承担着维护边疆安宁、增进民族团结、保护生态环境、禁毒防艾等重要职责，因此经济发展较为落后，，高等职业教育发展同发达地区相比仍呈现出许多不足，尤其是在经费投入方面可探究的问题依旧较多，投入问题越来越成为影响云南省高等职业教育发展的重要因素。高等职业教育投入的研究因而成为关注的热点，对于突破云南省高职教育的困境有极为重要的现实意义。本文从高等职业教育财政投入入手，运用文献综述、比较分析以及统计学实证分析方法，分析了云南省高等职业教育投入的充足性以及使用效率情况，进而探析出现阶段存在的问题并提出相应的合理化建议。本研究一共分为六章。第一章的绪论介绍了研究背景及意义、相关文献综述、技术路线和研究方法等。第二章回顾了有关高等职业教育发展的理论基础，阐述了公共产品理论、教育对经济增长的影响、教育成本分担以及人力资本等理论意义。第三章和第四章引用大量有关云南省高等职业教育发展现状以及财政投入的数据，并对数据进行了归纳、折线图、饼图、条形图、柱状图等直观分析，并运用统计学DEA数据包络分析方法对云南省高等职业教育财政投入的使用效率进行了量化和具体测算，得出了云南省高等职业教育投入明显不足，有限的经费投入使用效率低下，存在资源浪费的结论。文章最后的第五章和第六章更进一步探析了全省高职教育投入存在的问题，并结合当前的实际情况提出了完善云南高等职业教育投入的几点建议。
[Abstract]:Since the reform and opening up, the Yunnan Provincial Party Committee and the provincial government have relied on the background of the development of the national higher vocational education, through the reform and development of the 11th Five-Year Plan period, to make the higher vocational education of Yunnan Province in the scale of running a school, the conditions of running a school, the professional structure. The construction of teachers and the quality and strength of running a school have achieved steady development and rise. Higher vocational education has also taken on an important role in training high-quality skilled personnel for Yunnan Province, which is located in the southwest border of the motherland. As a multi-ethnic province, it is responsible for maintaining peace in the border areas, promoting national unity, protecting the ecological environment, preventing drugs and AIDS, and so on. As a result, economic development is relatively backward. Compared with the developed regions, the development of higher vocational education still presents many shortcomings, especially in the aspect of investment, there are still many problems that can be explored. The issue of investment has become an important factor influencing the development of higher vocational education in Yunnan Province, and the research on investment in higher vocational education has become a hot spot. It is of great practical significance to break through the predicament of higher vocational education in Yunnan Province. This paper starts with the financial input of higher vocational education, applies literature review, comparative analysis and statistical empirical analysis method. This paper analyzes the adequacy and efficiency of investment in higher vocational education in Yunnan Province, and then probes into the problems existing in the emergence stage and puts forward corresponding rationalization suggestions. This research is divided into six chapters. The first chapter introduces the research background and significance, related literature review, technical route and research methods. Chapter two reviews the theoretical basis of the development of higher vocational education. This paper expounds the theoretical significance of the theory of public goods, the influence of education on economic growth, the sharing of educational cost and human capital. Chapter three and Chapter 4th cite a large number of data on the development of higher vocational education in Yunnan Province and the financial input. And the data are summarized, broken line diagram, pie chart, bar chart, bar chart, bar chart and so on, and the use efficiency of financial investment in higher vocational education in Yunnan Province is quantified and calculated by using statistical DEA data envelopment analysis method. It is concluded that the investment in higher vocational education in Yunnan Province is obviously insufficient, the limited funds are inefficient, and there is a waste of resources. Chapter 5th and Chapter 6th of the article further explore the problems existing in the investment in higher vocational education in Yunnan Province. Some suggestions on how to improve the investment in Yunnan higher vocational education are put forward in the light of the current situation.
