新疆高职院校中外合作办学项目教育安全研究

【摘要】:教育安全是保证国家安全的重要因素,新疆作为一个与多国接壤、少数民族众多的边境地区,教育者和被教育者都极易收到境外因素的影响,进而影响社会稳定。中外合作办学项目作为一个以吸收国外教育资源为主的教育方式,是向国内学生传播国(境)外教育理念的主要渠道。新疆高职院校的学生因思想活跃,理论功底薄等原因,价值观易波动,较易受到外部思潮和观念的影响。因此,研究新疆高职院校中外合作办学项目中的教育安全非常重要。本文在充分分析国内及新疆的中外合作办学现状及教育安全现状的基础上,采用文献资料法查阅了大量国内外关于国内教育安全和跨国教育安全的政策及研究成果;采用案例分析法分析了国内外跨国教育的教育安全管理实践;采用对比分析法分析了国内和国外高校、疆内和疆外高职院校开展中外合作办学项目教育安全管理的成效与问题。然后,结合新疆高职院校的中外合作办学项目特色及新疆作为民族地区、边境地区的特殊情况对安全管理的要求,分别从国家政策推动和新疆的政府管理、高校管理三个层面,为新疆高职院校的中外合作办学项目的教育安全管理提出了建议,具体包括:一是加强国家层面的制度保障与审批监控。包括制定确保中外合作办学质量的法规或制度、建立维护教育主权与文化安全的制度来保障教育安全;设立分工明确、职责清晰的专门部门管理中外合作办学项目,加强合作项目的教学质量评价与监控,确保教育安全;建立科学的审批程序和审批标准,防止影响教育不安全的因素进入合作办学项目。二是依据新疆的地缘特征、民族特色和新疆高职院校的特点,加强中外合作办学项目的管理。包括在自治区行政机关和举办项目的高校成立专门机构管理中外合作办学项目;建立自治区和项目高校的合作办学项目管理制度(含教学质量评价制度和学生管理制度)。三是在实践中不断研究跨国教育中的问题并建立中外合作办学的信息化交流平台,共同解决问题,防止教育中的不安全因素。四是建立社会评价制度,加强教育安全管理。五是加强中外合作办学项目相关人员的教育安全意识。六是增加项目高校的思想素质教育中的安全内容设置。七是培养国际型教学及管理研究人才,提高合作办学中的话语权。八是加强对出国学生的筛选。总之,本论文的研究是希望完善我国中外合作办学项目中国家、地区、高校层面的管理制度并实施到位,确保新疆高职院校中外合作办学项目的教育安全。
[Abstract]:Education security is an important factor to ensure national security. Xinjiang, as a border area bordering many countries and many ethnic minorities, educators and educatees are easy to receive the influence of foreign factors, thus affecting social stability.As an educational method which mainly absorbs the foreign educational resources, the Sino-foreign cooperative education project is the main channel to spread the concept of education outside the country to the domestic students.Because of the active thought and weak theoretical foundation, the students of Xinjiang higher vocational college are apt to fluctuate their values and are easily influenced by the external thoughts and ideas.Therefore, it is very important to study the safety of education in the Sino-foreign cooperation projects of Xinjiang higher vocational colleges.On the basis of fully analyzing the present situation of domestic and foreign cooperation in running schools and the present situation of educational security, this paper uses the method of literature to consult a large number of domestic and international policies and research results on the safety of education in China and abroad.This paper analyzes the educational safety management practice of transnational education at home and abroad by case analysis, and analyzes the effectiveness and problems of the safety management of Sino-foreign cooperative educational projects in higher vocational colleges and universities at home and abroad, and in and outside Xinjiang.Then, according to the characteristics of Sino-foreign cooperative school-running projects in higher vocational colleges in Xinjiang and the requirements of security management in Xinjiang as a minority area, the special situation in border areas, from three levels of national policy promotion, Xinjiang government management and university management, respectively.This paper puts forward some suggestions for the education safety management of Sino-foreign cooperative school-running projects in Xinjiang higher vocational colleges, including: first, strengthening the system guarantee and examination and approval monitoring at the national level.Including formulating regulations or systems to ensure the quality of Chinese-foreign cooperation in running schools, establishing systems to safeguard education sovereignty and cultural security to ensure the safety of education, and establishing specialized departments with clear division of labour and clear responsibilities to manage Chinese-foreign cooperative school-running projects,To strengthen the evaluation and monitoring of teaching quality of cooperative projects, to ensure the safety of education, to establish scientific examination and approval procedures and approval standards, and to prevent the factors that affect the unsafe education from entering cooperative school-running projects.The second is to strengthen the management of Sino-foreign cooperative school-running projects according to the geographical characteristics of Xinjiang, national characteristics and the characteristics of Xinjiang higher vocational colleges.It includes setting up a special institution to manage the Sino-foreign cooperative school-running project in the administrative organs of the autonomous region and the university holding the project, and establishing the cooperative school-running project management system of the autonomous region and the project university (including the evaluation system of teaching quality and the student management system).Thirdly, in practice, we should study the problems in transnational education and establish an information exchange platform for Sino-foreign cooperation in running schools, so as to solve the problems together and prevent the unsafe factors in education.Fourth, establish a social evaluation system, and strengthen the management of education security.Fifth, strengthen the education safety consciousness of the related personnel of the Chinese-foreign cooperative school-running project.Sixth, increase the content of safe content in the ideological quality education of the project colleges and universities.Seventh, cultivate international teaching and management research personnel, and improve the right to speak in cooperative schools.Eighth, strengthen the screening of students abroad.In a word, the purpose of this paper is to perfect and implement the national, regional and university management system in the Sino-foreign cooperative school-running projects in order to ensure the safety of the Chinese-foreign cooperative school-running projects in Xinjiang higher vocational colleges.
