现代职业教育治理体系中政府的权力边界研究

【摘要】：对权力边界的界定意味着利益的重新分配。现代职业教育既有公益部分,又有私益部分,对职业教育的治理是一个复杂问题。政府作为行使国家行政权力的机构,在现代职业教育的发展中应起到主导者的作用。除政府以外,现代职业教育治理体系所涉及的利益主体还有学校、企业、行业和社会等多个,他们之间应是基于国家意志的政治契约关系。对政府的权力边界进行界定即对多元利益主体的利益和责任进行分配和规范。法律作为国家意志的表现形式,成为消解各利益主体之间冲突的制度保障。
[Abstract]:The definition of the boundary of power means the redistribution of interests.Modern vocational education has both public and private benefits, so the governance of vocational education is a complex problem.The government, as an organization that exercises state administrative power, should play a leading role in the development of modern vocational education.In addition to the government, the modern vocational education governance system involves the main interests of schools, enterprises, industries and society, and so on, which should be based on the national will of the political contract relationship.To define the power boundary of the government is to distribute and standardize the interests and responsibilities of the pluralistic interest subjects.As the manifestation of national will, law becomes the institutional guarantee to resolve the conflicts between the main interests.
