北京高等农业职业教育现状分析与对策研究

【摘要】:北京新农村建设和都市型现代农业的发展能否顺利进行的关键在于基层技术与管理人才的培养。目前北京都市型现代农业和新农村建设人才结构性短缺表现比较突出,高技能、高水平的专业型复合型农业人才短缺。作为服务地方农业生产的高等农业职业院校应顺应潮流,承担起为北京都市型现代农业和新农村建设培养人才的艰巨任务,为北京市都市型现代农业发展提供坚实的人才支撑和技术服务。因此,本文在研读了经济学、教育学等相关理论的基础上,采用理论分析和案例调研相结合的方法,对目前北京市高等农业职业院校人才培养过程中存在的主要问题进行分析和总结,,针对问题提出相应的对策建议。 本论文涉及四个部分,各部分的主要内容为: 第一部分,主要阐述了研究的背景、研究意义、研究思路与方法。 第二部分,介绍发达国家高等农业职业教育发展概况,提出值得借鉴的经验和启示。 第三部分,以北京高等农业职业院校人才培养为案例进行分析研究。围绕院校招生与就业、专业建设、师资队伍建设、产学研体系建设、科研服务等方面多视角分析了北京高等农业职业教育发展现状。通过数据定量分析与案例实证研究,初步揭示了北京高等农业职业院校在人才培养过程中存在的主要问题。从内部问题来看,主要是大幅度专业调整给院校带来的人才培养质量压力;院校教育教学和行业、企业零衔接有一定难度。从外部保障来说,目前北京高等农业职业教育资金主要来自市政府,投入主体单一,制约院校办学规模和办学条件改善。 第四部分,在调查研究的基础上针对存在的问题从内部建设、外部保障两大方面提出了相应的对策建议。内部建设,办学定位以国家教育发展纲要为指导;重点抓好专业建设和师资队伍建设;从办学理念、课程设置、就业指导、服务新农村建设四个环节进行改革创新。外部保障,北京市政府要加强对地方农业职业院校的政策扶持,保证投资力度;创新办学机制,政府要出台相关政策,引导鼓励企业、团体、社会力量等建立投资主体多元化参与的高等农业职业教育办学新机制,根据市场与社会的需求及时调整办学方向和专业设置,优化知识与技能结构、培养适用人才,促进北京都市型现代农业人才队伍的建设。
[Abstract]:The key to the construction of Beijing's new countryside and the development of modern urban agriculture lies in the cultivation of technical and managerial talents at the grass-roots level. At present, the structural shortage of modern agriculture and new rural construction talents in Beijing is quite prominent, and the shortage of specialized compound agricultural talents of high skill and high level. As a service for local agricultural production, higher agricultural vocational colleges and universities should conform to the trend and take on the arduous task of cultivating talents for modern agriculture and new rural construction in Beijing. To provide solid talent support and technical services for the development of modern urban agriculture in Beijing. Therefore, on the basis of studying economics, pedagogy and other related theories, this paper adopts the method of combining theoretical analysis with case study. This paper analyzes and summarizes the main problems existing in the process of personnel training in Beijing higher agricultural vocational colleges and puts forward corresponding countermeasures and suggestions. This thesis involves four parts. The main contents of each part are as follows: The first part, mainly elaborated the research background, the research significance, the research thought and the method. The second part introduces the development of higher agricultural vocational education in developed countries, and puts forward some valuable experience and enlightenment. The third part, take Beijing higher agricultural vocational colleges and universities as the case study. This paper analyzes the present situation of higher agricultural vocational education in Beijing from the perspectives of enrollment and employment of colleges and universities, construction of specialty, construction of teaching staff, construction of production, learning and research system, scientific research service and so on. Through the quantitative analysis of data and the case study, this paper preliminarily reveals the main problems existing in the process of personnel training in Beijing higher agricultural vocational colleges. From the point of view of internal problems, it is mainly the pressure of talent training quality brought by the great professional adjustment, and it is difficult to connect the education, teaching and industry of colleges and universities with zero convergence of enterprises. From the external guarantee, at present, the capital of higher agricultural vocational education in Beijing mainly comes from the municipal government, and the main input is single, which restricts the scale of running schools and the improvement of the conditions of running schools. The fourth part, on the basis of investigation and research, puts forward corresponding countermeasures and suggestions from two aspects of internal construction and external guarantee. The internal construction and the orientation of running a school are guided by the National Education Development Program; the emphasis is on the construction of specialty and teachers; and the reform and innovation are carried out from four aspects: the idea of running a school, the curriculum, the guidance for employment and the service for the construction of a new countryside. The Beijing Municipal Government should strengthen policy support to local agricultural vocational colleges and universities and ensure investment efforts; the government should introduce relevant policies to guide and encourage enterprises and groups to innovate the running mechanism. Social forces should set up a new mechanism of higher agricultural vocational education with diversified participation of investment subjects, adjust the orientation of running a school and professional setting in time according to the needs of the market and society, optimize the structure of knowledge and skills, and train suitable talents. To promote the construction of modern agricultural talents of urban type in Beijing.
