云南省职业教育发展的财政政策及政策效应研究

【摘要】:职业教育与普通教育相比,它能使接受教育者获得某种劳动技能或着是从事相关职业所需要的知识、技能和职业道德,能明显地提高劳动者的索质,直接和经济发展相关,其对经济发展的作用不容忽视。职业教育对于处于工业化发展阶段的我国来说尤为重要,是推动经济转型升级、增加就业、改善民生、建设新农村的重要方式。早在二十世纪八十年代,我国中央政府就十分关注职业教育的发展,先后颁发了《国务院关于大力发展职业教育的决定》和《国务院关于大力推进职业教育改革与发展的决定》,促进我国职业教育发展,为经济和社会提供强有力的人才支撑。当前,云南省职业教育发展迅速,为云南省的人才培养作出了巨大贡献,为地方经济发展起到了一定的推动作用。但是,从教育实效性来看,,仍存在许多令人担忧的问题。本文在实证研究基础上对当前云南省职业教育存在的主要问题进行了分析,并结合职业教育发展的基本经验,提出相关的对策建议。 文章分五个部分来探讨云南省职业教育发展的财政政策及政策效应: 第一章概述部分,主要包括研究背景、国内外文献综述、文章的研究思路、方法及技术路线、本文的创新和不足;第二章对云南省现行职业教育财政政策进行了梳理并总结了云南省现行财政政策取得的成效;第三章进行实证研究,先对样本数据的收集和选取进行了简要的说明,接着选取1998-2009年间的相关数据,运用计量方法对云南省的职业教育投入与经济增长之间的关系进行了实证分析;第四章考察了云南省现行财政政策存在的问题,分析了影响财政政策效应的因素;第五章针对目前云南省职业教育存在的种种问题提出了一些建设性的措施,以期对实践有所帮助。
[Abstract]:Vocational education, in comparison with general education, enables the educated to acquire certain labour skills or the knowledge, skills and professional ethics required to engage in a relevant occupation, and can significantly improve the quality of the worker and is directly related to economic development, Its role in economic development can not be ignored. Vocational education is particularly important for China, which is in the stage of industrialization development. It is an important way to promote economic transformation and upgrade, increase employment, improve people's livelihood, and build a new countryside. As early as the 1980s, the central government of our country paid great attention to the development of vocational education. The State Council's decision on vigorously developing Vocational Education and the State Council's decision on vigorously promoting the Reform and Development of Vocational Education have been issued successively to promote the development of vocational education in China and to provide strong talent support for the economy and society. At present, vocational education in Yunnan Province has developed rapidly, which has made great contribution to the cultivation of talents in Yunnan Province, and has played a certain role in promoting the development of local economy. However, from the point of view of the effectiveness of education, there are still many worrying problems. On the basis of empirical research, this paper analyzes the main problems existing in vocational education in Yunnan Province, and puts forward relevant countermeasures and suggestions based on the basic experience of the development of vocational education. The article is divided into five parts to discuss the fiscal policy and policy effect of the development of vocational education in Yunnan province. The first chapter summarizes the research background, domestic and foreign literature review, research ideas, methods and technical routes, the innovation and shortcomings of this paper; The second chapter combs the current financial policy of vocational education in Yunnan Province and summarizes the achievements of the current fiscal policy in Yunnan Province. Chapter III carries out empirical research, first of all, the collection and selection of sample data are briefly explained. Then select the relevant data from 1998 to 2009, using the method of measurement to analyze the relationship between the investment in vocational education and economic growth in Yunnan Province. Chapter four examines the existing problems in the current fiscal policy of Yunnan Province. The fifth chapter puts forward some constructive measures to solve the problems existing in vocational education in Yunnan province in order to help the practice.
