陕西JG职业学院辅导员绩效考核体系改进研究

【摘要】:经济全球化的发展以及我国教育的不断普及,高等职业教育也作为我国高等教育的重要组成部分。管理水平低,管理效率差还是现阶段不少高职院校存在的问题。这些问题与现阶段我国对高职教育的要求不相吻合。职业院校能否更好、更快地发展,在一定程度上取决于学院的管理水平的高低,高校辅导员的绩效考核是高职院校管理水平是否达标的一项重要因素。因此,一所高职院校能够既好又快稳步发展的关键是拥有一套可以调动辅导员积极性的考核体系。加强高等职业院校辅导员队伍建设,对全面贯彻党的教育方针、进一步加强和改进大学生思想政治教育和日常管理工作、维护高职院校稳定、推动高等教育事业科学发展有着重要的意义,所以要想实现绩效考核的目的,就需要有效的激励作用,要想让辅导员能够主动的积极的工作,就需要一套完善的辅导员绩效考核体系。本文以陕西JG职业学院为研究背景,研究辅导员绩效考核体系的改进问题。首先分析陕西JG职业学院现状和辅导员的特殊性。陕西JG职业学院属于公安类院校,为陕西省各个地区提供着公安干警和政法干警,同时还承担着在职司法干警的培训任务,且学院实施警务化管理(同军事化管理),辅导员与其他高职院校辅导员的责任与职责不同。其次基于问卷调查、专家咨询、文献研究、深入访谈、案例分析法等研究办法,从警务化管理、学风建设、学生组织建设、个人发展、师德师风、咨询服务、工作能力等多方面分析,深入分析辅导员绩效考核中存在的问题;接着研究了陕西JG职业学院辅导员绩效考核的改进方案,用360度考核法来确定考核主体,用关键指标法来确定考核的指标,用层次分析法确定考核权重;最后要保证陕西JG职业学院辅导员绩效考核体系的有效运行,探讨了改进方案与实施和保障措施。通过本文的研究,陕西JG职业学院的辅导员绩效考核体系得到了改进,将进一步提高其辅导员的工作效率,提高了学院辅导员队伍的整体能力,逐步完成学院的战略目标,由于考核更科学、更准确,所以能够激发辅导员的工作热情。最终辅导员的个人发展目标与学院的战略目标相吻合,达到双赢。同时也希望能为公安类兄弟院校的辅导员的绩效管理具有着一定的参考价值和借鉴作用。
[Abstract]:With the development of economic globalization and the continuous popularization of education in China, higher vocational education is also an important part of higher education in China. The management level is low, the management efficiency is not good or at present many higher vocational colleges exist the problem. These problems do not coincide with the requirements of higher vocational education in our country at present. Whether vocational colleges can better and develop more quickly depends on the level of college management to some extent. The performance appraisal of college counselors is an important factor whether the management level of higher vocational colleges is up to the standard or not. Therefore, the key of a higher vocational college to develop well and quickly is to have a set of assessment system which can arouse the enthusiasm of counselors. Strengthening the construction of counselors in higher vocational colleges, comprehensively implementing the Party's educational policy, further strengthening and improving the ideological and political education and daily management of college students, and maintaining the stability of higher vocational colleges and universities, It is of great significance to promote the scientific development of higher education, so if we want to achieve the purpose of performance appraisal, we need effective incentives to enable counselors to take the initiative to work actively. Need a set of perfect counselors performance appraisal system. This paper takes Shanxi JG Vocational College as the research background to study the improvement of counselors' performance appraisal system. Firstly, it analyzes the present situation of Shanxi JG Vocational College and the particularity of counselors. The Shaanxi JG Vocational College is a public security college, which provides police officers and political and legal policemen in various regions of Shaanxi Province, and also undertakes the training tasks of serving judicial police officers. And the college carries out the policing management (same militarization management), the counsellor and other higher vocational college counselors' responsibility and duty are different. Secondly, based on questionnaire survey, expert consultation, literature research, in-depth interview, case analysis and other research methods, from policing management, study style construction, student organization construction, personal development, teacher ethics, consulting service, etc. Through the analysis of work ability and other aspects, this paper deeply analyzes the problems existing in the evaluation of counselors' performance, and then studies the improvement scheme of the evaluation of counselors' performance in Shaanxi JG Vocational College, and determines the main body of the assessment by the method of 360-degree assessment. The key index method is used to determine the assessment index and the analytic hierarchy process (AHP) is used to determine the assessment weight. Finally, the effective operation of the counselors' performance appraisal system in Shaanxi JG Vocational College is ensured, and the improvement scheme, implementation and guarantee measures are discussed. Through the research of this paper, the performance evaluation system of counselors in Shaanxi JG Vocational College has been improved, which will further improve the work efficiency of counselors, improve the overall ability of the college counselors, and gradually complete the strategic objectives of the college. Because the examination is more scientific, more accurate, therefore can stimulate the instructor's work enthusiasm. Finally, the personal development goals of the counselors coincide with the strategic objectives of the college, and achieve a win-win situation. At the same time, it also hopes to have certain reference value and reference function for the performance management of the counselors in the brotherly colleges of public security.
