中国高职单独招生改革十年的回顾与检视

【摘要】：以2005年上海3所民办职业院校的单独招生改革为计时元年,中国高职单独招生已实施十年,经历了实践酝酿与概念模糊时期、集中试点与概念讨论时期、明确定位与概念成型时期。回顾高职单独招生的实践历程与概念嬗变,单独招生在引导普通高中毕业生合理分流、完善高等职业教育多元选拔录取机制、落实高职院校办学自主权等方面取得积极的成效,但也在权力下放与招考效率、招考的科学性与自主性、优质生源需求与供给、招生"入口"与人才培养"过程"等方面存在一定程度的矛盾。因此,要充分认识到高职单独招生改革的阶段性任务,助力于学生自主选择、学校多元录取、社会有效监督的中国特色高等职业教育考试招生制度建设。
[Abstract]:Taking the reform of individual enrollment in three private vocational colleges in Shanghai in 2005 as the first year, the independent enrollment of higher vocational colleges in China has been implemented for ten years, which has experienced the period of practice brewing and concept ambiguity, the period of centralized pilot and concept discussion. Clear positioning and concept forming period. Reviewing the practice course and concept evolution of individual enrollment in higher vocational colleges, individual enrollment has achieved positive results in guiding ordinary high school graduates to flow rationally, perfecting the pluralistic selection and admission mechanism of higher vocational education, and carrying out the autonomy of higher vocational colleges in running schools. However, there are some contradictions in the aspects of decentralization of power and examination efficiency, science and autonomy of entrance examination, demand and supply of high quality students, entrance of enrollment and process of talent training. Therefore, it is necessary to fully realize the stage task of individual enrollment reform in higher vocational education, and to help the construction of enrollment system of higher vocational education examination with Chinese characteristics, which is independent choice of students, pluralistic admission of schools and effective supervision of society.
