中等职业学校参与社会培训的现状、困境及出路——基于杭州市的调查分析

【摘要】:中等职业学校作为培养技能劳动者的主阵地,参与社会培训是其应有的本质功能之一,但一直以来没有得到很好地重视和发挥,这直接影响了劳动力市场技能人才的有效供给。文章对杭州市36所中等职业学校参与社会培训现状进行了调查分析发现:中等职业学校参与社会培训积极性不高、规模偏小、效果不佳。原因在于:各界对社会培训功能的认识还不到位、社会培训经费运行机制不活、学校有限供给能力不足、生源市场混乱,且社会培训需求不足。中等职业学校社会培训功能的发挥,需要健全机构,建立规范的社会培训体系及监督机制,发挥行业指导作用,制定社会培训标准、建立专项资金管理制度,创新培训运作模式、增强学校培训供给能力,实施绩效考核和激励机制。
[Abstract]:As the main position of training skilled workers, secondary vocational school is one of its essential functions, but it has not been well paid attention to, which directly affects the effective supply of skilled talents in the labor market. The present situation of participating in social training in 36 secondary vocational schools in Hangzhou is investigated and analyzed. It is found that the enthusiasm of participating in social training in secondary vocational schools is not high, the scale is small, and the effect is not good. The reasons are: the understanding of social training function is not in place, the operating mechanism of social training funds is not active, the limited supply capacity of schools is insufficient, the market of students is chaotic, and the demand for social training is insufficient. In order to develop the function of social training in secondary vocational schools, it is necessary to perfect the institutions, establish a standardized social training system and supervision mechanism, give play to the role of industry guidance, formulate social training standards, and establish a special fund management system. Innovation training operation mode, strengthen school training supply ability, implement performance appraisal and incentive mechanism.
