欧盟职业教育与培训质量保障参考框架研究

【摘要】：职业教育质量是职业教育的生命线。21世纪以来,世界各国都在积极制定相关政策方案,加强对职业教育质量的管理,以更好地改进与提升本国职业教育质量,实现职业教育的可持续发展。2008年4月9日欧盟委员会于向欧盟议会和欧盟委理事会提交了建立欧盟职业教育与培训质量保障参考框架的意见。2009年5月11日,欧盟议会和欧盟理事会批准并正式采用了该意见。此后,该框架在欧盟范围内推广实施。本文以欧盟职业教育与培训质量保障参考框架为研究对象,试图对欧盟职业教育与培训质量保障参考框架产生的背景、研制过程、主要内容、特点与作用等进行全面、深入和系统的研究,以期能对我国职业教育质量保障方面提供有益启示。本文由五部分内容构成：第一部分为引言部分,说明了本研究的缘起,介绍了目前国内外对欧盟职业教育与培训质量保障参考框架的研究情况,并对核心概念进行了界定。第二部分为背景分析,从时代背景、理论基础两个维度分析了欧盟职业教育与培训质量保障参考框架产生的背景。第三部分为框架的内容分析,从质量保障和改进过程、监控过程、质量指标三部分对欧盟职业教育与培训质量保障参考框架的主要内容作了系统阐述。第四部分为特点与作用分析,基于上文对欧盟职业教育与培训质量保障参考框架的全面理解,从多个角度分析了其特点与主要作用。第五部分为启示部分,通过对欧盟职业教育与培训质量保障参考框架的全面分析、总结,结合当前我国职业教育质量保障的现状,阐释了欧盟职业教育与培训质量保障参考框架对我国职业教育质量保障的有益启示。
[Abstract]:The quality of vocational education is the lifeline of vocational education since the 21st century, countries all over the world are actively formulating policies and programs to strengthen the quality of vocational education management, in order to better improve and improve the quality of vocational education in their own countries. Achieving sustainable development of vocational education. On 9 April 2008, the European Commission submitted its views to the European Parliament and the Council of the European Commission on the establishment of the EU reference Framework for quality Assurance of Vocational Education and training. On 11 May 2009, The opinion was approved and formally adopted by the European Parliament and the Council of the European Union. Since then, the framework has been promoted and implemented within the EU. In this paper, the reference frame of quality assurance of vocational education and training in EU is taken as the research object, and the background, development process, main contents, characteristics and functions of the reference frame of quality assurance of vocational education and training in EU are discussed. Further and systematic research is expected to provide beneficial enlightenment to the quality assurance of vocational education in China. This paper is composed of five parts: the first part is the introduction part, which explains the origin of this study, and introduces the current domestic and foreign research on the reference framework of quality assurance of vocational education and training in the European Union. And the core concept is defined. The second part is the background analysis, from the era background, the theory foundation two dimensions has analyzed the European Union vocational education and the training quality assurance reference frame to produce the background. The third part is the content analysis of the framework, from the quality assurance and improvement process, the monitoring process, the quality index three parts to the EU vocational education and training quality assurance reference frame main content has made the system elaboration. The fourth part is the analysis of characteristics and functions. Based on the comprehensive understanding of the European Union's reference framework of quality assurance of vocational education and training, this paper analyzes its characteristics and main functions from several angles. The fifth part is the enlightenment part, through the comprehensive analysis to the European Union vocational education and training quality assurance reference frame, summarizes, unifies our country vocational education quality guarantee present situation, This paper expounds the reference frame of quality assurance of vocational education and training in EU and its beneficial enlightenment to the quality assurance of vocational education in China.
