多元合作共治:职业教育校企合作的路向选择

【摘要】:职业教育校企合作是培养技术技能型人才的必由之路,也是职业院校提升办学质量和层次的战略抉择。当前,我国职业教育校企合作中面临着"碎片化"、"表面化"、"短期化"、"壁炉化"、政策法规"缺失"以及政府"缺位"等诸多方面的问题,导致校企合作的效率大打折扣。校企合作存在着多个权力中心,"多中心治理"为破解校企合作困境提供了有效的理论范式。为了改善我国职业教育校企合作的现状,必须以"多中心治理"理论为指导,以多元主体合作共治来推进校企合作的有序运行。通过对合作共治的理念重塑、价值融合、法理依据和利益保障机制构建,以实现多元主体在校企合作中的治理协同。同时,还要加快合作共治的制度体系变革,为校企合作提供"官、产、学"三重制度保障。
[Abstract]:The cooperation between school and enterprise in vocational education is the only way to train technical talents, and it is also the strategic choice for vocational colleges to improve the quality and level of running a school. At present, the cooperation of vocational education schools and enterprises in our country is faced with many problems, such as "fragmentation", "superficial", "short-term", "fireplace", "lack of policies and regulations" and "absence of government", etc. As a result, the efficiency of cooperation between schools and enterprises is greatly reduced. There are many power centers in the cooperation between schools and enterprises, and "multi-center governance" provides an effective theoretical paradigm for solving the dilemma of cooperation between schools and enterprises. In order to improve the present situation of the cooperation between schools and enterprises in vocational education in China, we must take the theory of "multi-center governance" as the guidance, and promote the orderly operation of the cooperation between schools and enterprises with the cooperation of multiple subjects. Through the reconstruction of the idea of co-governance, the value fusion, the legal basis and the benefit guarantee mechanism, we can realize the governance coordination of the multiple subjects in the cooperation between the school and the enterprise. At the same time, we should speed up the reform of the system of cooperation and co-administration, and provide the triple system guarantee of "official, property and learning" for the cooperation between schools and enterprises.
