中职学校“双师型”专业教师培养制度体系建设研究

【摘要】:职教教师队伍建设是影响职业教育发展的关键因素,而“双师型”专业教师则最能体现职业教育教师的特色和本质特征。为此,国家颁布一系列政策文件,指导和推动“双师型”专业教师队伍建设。 本文以中等职业学校“双师型”专业教师为研究对象,从制度层面入手分析我国目前“双师型”专业教师研究现状,发现我国“双师型”专业教师内涵不明确,相关的入职标准、资格证书制度、培养培训制度等也还处于探索阶段,未形成完整制度体系以保障“双师型”专业教师队伍建设。笔者围绕中等职业学校“双师型”专业教师培养制度体系不完善的现状,遵循发现问题—分析问题—解决问题的思路,对目前我国有关“双师型”专业教师培养的政策文件进行整理归纳,了解实施现状,并在借鉴国外发达国家培养职教教师优秀经验的基础上,提出较为系统、适应我国职业教育发展需要的“双师型”专业教师培养制度体系的建议框架,,为中职“双师型”专业教师培养制度体系建设奠定基础,提供依据。 鉴于以上思路,本文构建的中职学校“双师型”专业教师培养制度体系框架分为以下五部分:第一部分为国家层面法律法规的补充和完善。针对目前我国已有法律法规中未涉及“双师型”专业教师概念的现状,建议将其纳入相关法律法规中,明确相关部门的责任与义务;第二部分为中职学校教师专业标准,为“双师型”专业教师培养、培训、考核等工作提供依据;第三部分为准入制度的构建,该部分包含完善《教师资格条例》、制定“双师型”专业教师资格标准、证书认证办法、资格证书定期注册制度、兼职教师聘任与管理制度五大方面;第四部分为培养制度的构建,设立培养质量标准、培养专业认证标准、课程标准和实践保障制度四个环节;第五部分为培训制度的构建,涉及考核管理办法、继续教育规定、定期企业实践制度三个具体环节。上述思路和建议,为中职学校“双师型”专业教师队伍建设提供政策保障,推动我国职业教育健康、快速发展。
[Abstract]:The construction of vocational education teachers is the key factor affecting the development of vocational education, while the "double type" professional teachers can best reflect the characteristics and essential characteristics of vocational education teachers. To this end, the state issued a series of policy documents to guide and promote the construction of "double-qualified" professional teachers. This article takes the "double qualified" professional teacher of secondary vocational school as the research object, analyzes the current research situation of the "double qualified" professional teacher in our country from the system level, and finds out that the connotation of the "double qualified" professional teacher in our country is not clear. The relevant entry standards, qualification certificate system, training and training system are still in the exploratory stage, and no complete system has been formed to guarantee the construction of "double qualified" professional teachers. The author focuses on the imperfect training system of "double-qualified" professional teachers in secondary vocational schools, and follows the train of thought of discovering problems, analyzing problems and solving problems. This paper summarizes the policy documents about the training of "double qualified" professional teachers in our country at present, understands the present situation of implementation, and puts forward a more systematic approach on the basis of drawing lessons from the excellent experience of foreign developed countries in training vocational teachers. The suggested framework of the training system of "double-qualified" professional teachers, which meets the needs of the development of vocational education in China, lays the foundation and provides the basis for the construction of the training system of "double-qualified" professional teachers in secondary vocational schools. In view of the above ideas, the system framework of the "double-qualified" professional teacher training system in secondary vocational schools is divided into five parts: the first part is the supplement and perfection of the laws and regulations at the national level. In view of the current situation that the concept of "double qualified" professional teacher is not involved in the existing laws and regulations in our country, it is suggested that the concept should be included in the relevant laws and regulations, and the responsibilities and obligations of the relevant departments should be clarified. The second part is the professional standard of secondary vocational school teachers, which provides the basis for the training, training and examination of "double teachers". The third part is the construction of the admission system, which includes perfecting the teacher qualification regulations, formulating the qualification standard of the "double qualified" professional teachers, the certification method, and the regular registration system of the qualification certificate. The appointment and management system of part-time teachers; The fourth part is the construction of training system, the establishment of training quality standards, training professional certification standards, curriculum standards and practical security system four links; The fifth part is the construction of the training system, which involves the examination and management methods, the provisions of continuing education and the periodic enterprise practice system. The above ideas and suggestions provide policy guarantee for the construction of "double-qualified" professional teachers in secondary vocational schools, and promote the healthy and rapid development of vocational education in China.
