高等职业院校内部管理的行政化与去行政化问题研究

【摘要】:近年来,高等学校的“去行政化”问题,成为了舆论关注和热议的焦点,我国许多高等职业院校也纷纷认识到,高等职业教育“行政化”存在着许多弊端,它严重侵蚀了作为教育机构的学校原本所应该被赋予的“学术自由、大学自治、教授治学”的大学精神,违背了学术机构的发展规律,使学校最终丧失了办学自主权,从而影响了创新型人才的培养。简而言之,日益严重的“行政化”问题现已成为严重制约我国高职教育内涵建设和人才培养的桎梏,高等职业院校的“去行政化”成为大势所趋。因此,研究高等职业院校内部管理的“行政化”与去“行政化”问题,分析其表现形态,深入研究其产生的深层次原因并提出相应的解决措施,是当前提高我国高等职业院校教育教学质量,促进我国高职教育持续健康发展的重要举措。 本论文以我国高等职业院校内部管理过程中暴露出的“行政化”问题为研究对象,通过文献分析、问卷调查、文本和案例分析等多种研究方法对当前高等职业院校的管理现状进行了客观地分析,从而有针对性的得出当前高等职业院校内部管理中普遍存在着泛“行政化”现象的结论;通过对该问题当前现状的系统梳理,从学校多个微观层面分析由泛“行政化”导致的当前高等职业院校管理过程中普遍存在的问题,并结合现代大学制度基本理论、管理学中的“第三部门”理论系统分析了我国高等职业院校管理“行政化”产生的深层次原因;阐述了发达国家高等职业教育管理的先进经验并在此基础上提出了相应的解决策略。 笔者认为:我国高等职业院校必须通过积极营造学术至上的校园文化氛围、正确处理高等职业院校内部行政权力与学术权力二者的关系、同时积极稳妥地推进高等职业院校内部管理体制改革并将建立现代学校制度作为当前改革的总目标等途径才能最终解决内部管理过程中的“行政化”问题,从而提高高等职业院校的教学科研能力,最终形成“校长治校、教授治学、学术自由”的现代大学制度,增强高等职业教育的核心竞争力。
[Abstract]:In recent years, the issue of "deadministration" in colleges and universities has become the focus of public opinion and heated discussion. Many vocational colleges and universities in our country have also realized that there are many disadvantages in the "administrative" of higher vocational education. It has seriously eroded the university spirit of "academic freedom, university autonomy, and teaching and scholarship" which should have been given to schools as educational institutions, violated the law of the development of academic institutions, and eventually deprived schools of their autonomy in running schools. Thus, it affects the cultivation of innovative talents. In short, the increasingly serious problem of "administration" has become a shackle that seriously restricts the connotation construction of higher vocational education and the cultivation of talents in our country, and the "de-administration" of higher vocational colleges has become the trend of the times. Therefore, this paper studies the problems of "administration" and "de-administration" in the internal management of higher vocational colleges, analyzes their forms of expression, deeply studies the deep-seated causes of their emergence, and puts forward corresponding measures to solve them. It is an important measure to improve the quality of education and teaching in higher vocational colleges and to promote the sustainable and healthy development of higher vocational education in our country. This thesis takes the "administrative" problems exposed in the course of internal management of higher vocational colleges in China as the research object, through the literature analysis, the questionnaire survey, The text and case analysis and other research methods have carried on the objective analysis to the present higher vocational college's management present situation, thus has the pertinence to draw the conclusion that there is the universal "administrative" phenomenon in the current higher vocational college's internal management; Through the systematical analysis of the current situation of this problem, this paper analyzes the common problems in the management process of the current higher vocational colleges caused by the pan-administration from the microcosmic level of the school, and combines with the basic theory of the modern university system. The theory of "the third sector" in management systematically analyzes the deep-seated reasons for the "administration" of the management of higher vocational colleges and universities in China. This paper expounds the advanced experience of higher vocational education management in developed countries and puts forward corresponding solutions. The author holds that our higher vocational colleges must correctly handle the relationship between the administrative power and academic power in higher vocational colleges by actively creating the campus culture atmosphere of academic supremacy. At the same time, we should actively and steadily promote the reform of the internal management system of higher vocational colleges and take the establishment of modern school system as the general goal of the current reform so as to finally solve the "administrative" problem in the process of internal management. In order to improve the ability of teaching and scientific research in higher vocational colleges and universities, the modern university system of "president administration, teaching and academic freedom" will be formed, and the core competitiveness of higher vocational education will be strengthened.
