T学院人力资源规划研究

【摘要】:2005年天津滨海新区纳入国家十一五规划和国家发展战略,国务院批准滨海新区成为国家综合配套改革试验区。滨海新区是继深圳经济特区、上海浦东新区后,又一带动区域发展的新的经济增长极。天津市各领域对于专业化、高素质的人才资源的需求量巨大。与此同时,发展职业教育已经成为我国经济社会发展的重要基础和教育工作的战略重点。党和国家积极推进各地区大力发展中国特色的职业教育,努力加快高技能人才和高素质劳动者的培养,这为天津市的人力资源培养、储备及应用注入了强大动力。T学院依托于天津滨海新区优越的地缘优势,确立了“办学以市场为导向服务社会,教学以就业为导向服务学生”的办学理念,和“立足高职,服务滨海,质量为本,突出特色”的办学方针,为滨海新区生产、服务、管理第一线培养了一大批合格的高端技能型专门人才 T学院是一所地方性高等职业学校,在新的历史环境下,学校对自身的发展建设提出了新的要求。优秀的师资队伍是高等职业学校发展最为重要的人力资源,高素质教师人才是学校竞争力的核心。目前,该学校缺乏一套系统的人力资源规划方案,因此,学校在开展人力资源相关工作时缺乏合理的目标与依据。制定、实施一套科学完善并适合学校发展现状的人力资源规划方案,不仅是T学院人力资源工作的迫切需要,而且是学校部分学者和领导在理论和实践中关注的重大问题。 本文根据T学院的发展现状,对学校人力资源规划环境、人力资源队伍和人力资源管理工作进行分析。依据研究中收集的各种资料,预测今后一段时期内学校人力资源需求和供给情况。运用企业系统规划法中的人力资源能力成熟度模型(People Capability Maturity Model,简称People CMM),制定适于学校发展需要的人力资源规划方案和后续实施建议。本文对T学院人力资源管理及规划进行探索,希望为学校今后的相关工作及研究提供有价值的参考资料并起到推动作用。
[Abstract]:In 2005, Tianjin Binhai New area was brought into the 11th five-year Plan and national development strategy, and the State Council approved Binhai New area to become a national comprehensive reform experimental area. Binhai New area is a new economic growth pole which drives regional development after Shenzhen Special Economic Zone and Shanghai Pudong New area. Tianjin has a great demand for specialized and high-quality human resources in various fields. At the same time, the development of vocational education has become an important basis of economic and social development and the strategic focus of education. The Party and the state actively promote the development of vocational education with Chinese characteristics in various regions, and strive to speed up the training of highly skilled talents and high-quality workers, which is the training of human resources in Tianjin. The reserve and application have injected a strong motive force. Relying on the superior geographical advantages of Tianjin Binhai New area, T College has established the concept of "running a school with market-oriented service to society, teaching oriented to serve students", and "based on higher vocational education." The policy of serving Binhai, quality-oriented and highlighting characteristics has trained a large number of qualified high-end skilled professionals T College is a local higher vocational school for the production, service and management of Binhai New area. In the new historical environment, the school has put forward new requirements for its own development and construction. Excellent teachers are the most important human resources for the development of higher vocational schools, and high-quality teachers are the core of school competitiveness. At present, the school lacks a set of systematic human resources planning program, therefore, the school lacks reasonable goals and basis in carrying out human resources related work. It is not only an urgent need of human resources work in T College, but also an important issue concerned by some scholars and leaders in theory and practice to formulate and implement a set of scientific and perfect human resources planning schemes which are suitable for the development of schools. According to the development status of T College, this paper analyzes the human resource planning environment, human resource team and human resource management. According to all kinds of data collected in the study, the demand and supply of human resources in schools are predicted in the coming period. The human resource capability maturity model (People Capability Maturity Model, in enterprise system planning method is used to formulate the human resource planning scheme and follow-up implementation suggestions suitable for the needs of school development. This paper explores the human resource management and planning of T College, hoping to provide valuable reference materials for the future work and research of T College and play an important role in promoting the future work and research of T College.
