限购影响房地产市场的机制与对策分析

【摘要】:在对限购政策影响中国房地产市场的机制和原因进行分析的基础上,通过借鉴国外房地产市场的调控经验,提出未来实施限购的具体政策建议。研究发现,限购在短期内通过需求抑制和供给雪藏、在中期内通过投资抑制和财税减损、在长期内通过增长抑制和泡沫助长等六种直接和间接机制对房地产市场产生影响,并加剧了房地产市场的波动。究其原因,在于限购政策没有从根本上解决供需之间的矛盾,并受到供需双方对政策规避和地方政府对政策执行不力的双重影响。最后,在借鉴德国的法律保障模式、美国的鼓励租赁模式和日本的差异调控模式等国外房地产市场调控经验的基础上,要想让未来的限购政策真正发挥作用,就必须建立起调控主体的激励相容机制和长效调控机制,并实行差异化调控。
[Abstract]:Based on the analysis of the mechanism and the reasons of the restriction policy on China's real estate market, and by referring to the regulation experience of foreign real estate market, the specific policy recommendations for future implementation of the restriction policy are put forward. The study found that the purchase of short-term demand and supply through inhibition of frozen, in the medium term through investment and tax reduction, inhibition effect on the real estate market by growth inhibition and bubble fuelled six kinds of direct and indirect mechanisms in the long term, and exacerbated the volatility of real estate market. The reason is that the restriction policy does not fundamentally solve the contradiction between supply and demand, and is affected by the two sides of the two sides: Policy avoidance and local government's ineffective implementation of policies. Finally, on the basis of the regulation experience of German legal protection mode, the United States and Japan to encourage leasing mode difference regulation mode of foreign real estate market, in order to make the future purchase of the policy really play a role, we must set up the regulation of the main incentive mechanism and long-term regulatory mechanisms, and the implementation of differentiated regulation.
