中国-以色列科技产业合作研究

【摘要】:自“一带一路”倡议提出以来,中国积极发展与沿线国家的合作伙伴关系,建立了新的国际合作平台,实施创新驱动发展战略,大力推动科技外交。以色列作为“一带一路”倡议中重要的节点国家,经济繁荣,其科技实力雄厚,以高科技创新闻名于世,是中国重要的合作伙伴。近年来,中以关系迅速升温,双方在经贸、科技、文化等领域的合作不断加深,在科技外交的推动下,双边科技合作的内容不断扩大、层次不断加深,科技合作已成为双边关系的加速器。中国作为世界第二大经济体、第一大货物贸易国,正处在经济转型的关键时期,需要以科技创新为动力,加快产业的升级换代。中国与以色列的科技合作涉及农业、生物医药、新能源、水处理等多个领域,与以色列开展科技合作可以将先进的技术引入中国,加快中国产业的升级,吸收借鉴以色列的成功经验,提升中国的核心创新力。目前,中以高层互访频繁,人文交流日益增多,加强了相互了解和互信,中以科技合作正向机制化合作发展。本文对中以科技合作进行了全面的梳理,分析了合作的情况。农业合作是双方科技合作的起点,取得了丰硕的成果。中以产业园则是当前中以合作的亮点,促进了产业的集聚和联合创新。其他一般性合作是中以合作的新探索,双方在更多领域将会加强合作,提升双边合作水平。不过,中以科技合作也存在许多困难和挑战,只有解决好这些问题,中以科技合作才能向更高的层次迈进。中国应该抓住“一带一路”的契机,继续推行科技外交,加强中以科技合作,推动两国创新全面伙伴关系的全面发展。
[Abstract]:Since the "The Belt and Road" initiative, and actively develop Chinese along the country's partnership, the establishment of a new platform for international cooperation, the implementation of innovation driven development strategy, vigorously promote science diplomacy. Israel as "The Belt and Road" initiative in the important node of the country, economic prosperity, the science and technology strength, is famous for its high-tech innovation, is an important partner of Chinese. In recent years, the relationship between China and Israel has increased rapidly, and bilateral cooperation in the fields of economy, trade, science and technology and culture has been deepened. Under the impetus of science and technology diplomacy, the content of bilateral science and technology cooperation has been expanding and deepening, and technology cooperation has become an accelerator of bilateral relations. As the world's second largest economy and the first big cargo trading country, China is in the critical period of economic transformation. We need to drive technological innovation as the driving force to speed up the upgrading and upgrading of the industry. Science and technology cooperation with Israel China involved in agriculture, biological medicine, new energy, water treatment and other fields, to carry out scientific and technological cooperation with Israel can apply advanced technology to accelerate the upgrading of the industry Chinese, Chinese, borrowing the successful experience of Israel, to enhance the core innovation of China. At present, there are frequent visits between high and high levels and more and more human exchanges, and mutual understanding and mutual trust have been strengthened, and the cooperation and development of scientific and technological cooperation is in the process of cooperation. In this paper, the scientific and technological cooperation is combed in a comprehensive way, and the situation of cooperation is analyzed. Agricultural cooperation is the starting point of scientific and technological cooperation between the two sides, and has achieved fruitful results. The industrial park is the highlight of the current cooperation, which promotes the agglomeration and joint innovation of the industry. Other general cooperation is a new exploration of cooperation between the two sides, and the two sides will strengthen cooperation in more fields and enhance the level of bilateral cooperation. However, there are many difficulties and challenges in scientific and technological cooperation. Only by solving these problems can we move towards a higher level by scientific and technological cooperation. "The Belt and Road Chinese should seize the opportunity, continue to implement the" science diplomacy, to strengthen cooperation in science and technology innovation, promote the comprehensive development of bilateral comprehensive partnership.
