完善中国食品安全风险交流机制的探讨

【摘要】：本文以食品安全监管体系中的风险交流机制为研究对象,从顶层设计视角探究其持续完善路径。首先,识别新《食品安全法》下中国食品安全监管的顶层框架及其对机制建设的影响,界定食品安全监管机制建设的基本问题;其次,基于"前因—行为—后果"模型,刻画食品安全监管机制概念,构建食品安全监管机制概念模型;最后,结合风险交流内涵,提出持续完善食品安全监管风险交流机制的顶层设计框架。
[Abstract]:This paper takes the risk communication mechanism in the food safety regulatory system as the research object, and explores its continuous improvement path from the top level design perspective. To identify the top-level framework of China's food safety supervision under the new "Food Safety Law" and its impact on the construction of food safety mechanism, and to define the basic problems in the construction of food safety supervision mechanism; Secondly, based on the model of "antecedent-behavior-consequence", the concept of food safety supervision mechanism is described, and the conceptual model of food safety supervision mechanism is constructed. Finally, according to the connotation of risk communication, the top-level design framework of food safety supervision risk communication mechanism is put forward.
