【摘要】:"一带一路"指"丝绸之路经济带"和"21世纪海上丝绸之路",是中国为推动经济全球化深入发展而提出的国际区域经济合作新模式。2013年9月和10月,国家主席习近平在访问中亚四国和印度尼西亚时,分别提出建设"丝绸之路经济带"和"21世纪海上丝绸之路"的构想。基础设施建设是"一带一路"战略主要内容之一,作为核心区的新疆基础设施建设发展落后,严重制约了该地区的经济发展,因此新疆要充分把握战略机遇,借助政策红利,全面提升本地的基础设施建设水平。新疆地处亚欧大陆腹地,是连接我国内地和中亚其他国家的桥梁,完善的交通网络对于经济发展和贸易往来起着不可估量的作用。而基础设施建设单凭国家财政投资,在增加财政负担的同时会带来效率低下等弊端。因此,本文以"一带一路"背景下新疆基础设施建设的PPP模式为研究对象,为新疆地区的PPP模式发展提供合理有效的对策建议。PPP模式是一种政府部门通过与私人部门建立伙伴关系提供公共产品或服务的一种公共产品提供方式。而基础设施属于公共产品,具有非竞争性和非排他性,且基础设施项目具有建设周期长、项目时滞长、资金需求大等特点,因此可以采用混合提供的方式,为政府部门和私人部门提供一个"利益共享、风险共担"的合作平台,一方面有效缓解财政资金不足的压力,另一方面还可以吸引社会资本参与到基础设施的建设之中,激发社会资本的积极性。PPP模式合理有效地运用有助于政府部门职能的转变、管理能力和水平的提升,以及更有效的配置社会资源、激发社会资本的积极性。因此,本文结合我国特别是新疆地区基础设施建设的实际情况,分析研究了采用和推广PPP模式的必要性,并就如何为其成功运用营造良好稳定的外部条件提出了具体建议。本文以对相关理论的研究为基础,结合我国其他地区和其他国家PPP项目的成功案例,综合运用文献分析法、比较研究法以及实证分析法等多种方法,系统分析了新疆地区在采用PPP模式进行基础社建设方面存在的问题。并在在借鉴国际先进经验的基础上,结合新疆现阶段的实际情况,从投资规模、风险分担、监督管理和法律法规四个层面提出了新疆基础设施采用PPP模式的政策建议。
[Abstract]:"Belt and Road" means the "Silk Road Economic Belt" and the "Maritime Silk Road" in 21th century. It is a new model of international regional economic cooperation proposed by China to promote the further development of economic globalization. On September 2013 and October, President Xi Jinping visited four countries in Central Asia and Indonesia. The construction of "Silk Road Economic Belt" and "21th century Maritime Silk Road" were put forward respectively. The construction of infrastructure is one of the main contents of "Belt and Road" strategy. As the core area of Xinjiang infrastructure development is backward, seriously constraining the economic development of the region, so Xinjiang should fully grasp the strategic opportunities, with the help of policy dividends. Xinjiang is located in the hinterland of Eurasia and is a bridge connecting China's interior and other countries in Central Asia. The perfect transportation network plays an inestimable role in the economic development and trade exchanges. However, the infrastructure construction alone by the state financial investment will increase the financial burden at the same time bring inefficiency and other drawbacks. This paper takes the PPP model of Xinjiang infrastructure construction under the background of "Belt and Road" as the research object. To provide reasonable and effective countermeasures for the development of the PPP model in Xinjiang. The PPP model is a form of public goods provided by government departments in partnership with the private sector in the provision of public goods or services. ... and infrastructure is a public good. It is non-competitive and non-exclusive, and the infrastructure project has the characteristics of long construction period, long project time delay and large demand for funds, so it can be provided in a mixed way. For the government and the private sector to provide a "benefit-sharing, risk-sharing" cooperation platform, on the one hand, effectively alleviate the pressure of inadequate financial resources. On the other hand, it can attract social capital to participate in the construction of infrastructure, stimulate the enthusiasm of social capital. The improvement of management ability and level, as well as more effective allocation of social resources, stimulate the enthusiasm of social capital. Therefore, this paper combines the actual situation of infrastructure construction in our country, especially in Xinjiang. This paper analyzes and studies the necessity of adopting and popularizing the PPP model, and puts forward some concrete suggestions on how to create good and stable external conditions for its successful application. Combined with the successful cases of PPP projects in other regions and other countries of our country, this paper synthetically uses the methods of literature analysis, comparative research and empirical analysis, and so on. This paper systematically analyzes the problems existing in the construction of basic social services in Xinjiang by adopting PPP mode, and on the basis of drawing lessons from international advanced experience, combining with the actual situation of Xinjiang at present, from the scale of investment. Four levels of risk sharing, supervision and regulation, and laws and regulations are put forward to recommend the adoption of PPP model in Xinjiang infrastructure.
