西安国际港务区物流发展评价及对策研究

【摘要】:在“一带一路”建设的大背景下,西安作为古丝绸之路起点和现代欧亚大陆桥中国段最大的城市,同时作为丝绸之路经济带和西部大开发的桥头堡,在省市共建大西安政策驱动下,经济获得迅猛发展,进出口总额也呈现出不断增长的趋势,对现代物流的要求也越来越高。西安国际港务区作为西安现代物流建设的核心,通过发挥其陆港和商贸物流优势,将有效推动西安乃至整个西部地区对外贸易发展,提升内陆地区对外开放高度,促进国际、国内物流体系融合。因此,研究西安国际港务区物流发展水平并为其提出对策建议,具有重要意义。首先,本文对西安国际港务区发展历程、战略定位、物流作业区进行分析和总结,认为港务区在促进西安市现代物流业发展、带动周边地区经济发展、推动国家战略实施、实现丝绸之路经济带互联互通四个方面都有重大战略影响,并在发展过程中依托西安综合保税区、西安铁路集装箱中心站、西安公路港三大核心物流支撑平台形成国际物流单证作业区、集装箱作业区和散货作业区三大主要物流作业区。随后利用SWOT分析法对港务区当前物流发展做出初步分析,得出其目前发展优势大于劣势、机遇多于威胁的结论。其次,借鉴世界银行物流绩效指数,结合港务区当前发展实际,构建出富含特色的港务区物流发展评价指标体系,该体系包含政策法规执行效果、服务交付绩效结果、园区基础运营情况、主要平台运行状况、人才队伍建设情况、腹地经济发展水平6个一级指标以及下属的19个二级指标,并利用层次分析法确定评价指标权重。再者,结合港务区物流发展相关数据以及和内陆地区其他城市在相关领域方面的比较,通过专家咨询和打分,利用模糊综合评价法对港务区物流发展做出实证分析。通过实证分析,得出西安国际港务区物流发展总体水平为一般的结论。进一步分析得出当前港务区物流发展存在的主要问题有综合保税区效用未充分发挥、临港产业园尚未形成、相关政策法规仍需完善、专业人才缺乏。最后,结合评价结果和专家意见,针对问题相应地提出加快融入自贸区建设、发展临港产业、完善制度建设、实施人才强区战略四方面的对策。
[Abstract]:Under the background of "Belt and Road" construction, Xi'an, as the starting point of the ancient Silk Road and the largest city in China of the modern Eurasian Continental Bridge, is also the bridgehead of the Silk Road economic belt and the great development of the western region. Driven by the policy of constructing Xi'an in the provinces and cities, the economy has developed rapidly, and the total import and export volume has also shown a growing trend. As the core of Xi'an modern logistics construction, Xi'an International Port area (SIPZ), as the core of Xi'an modern logistics construction, exerts its advantages of dry port and trade and logistics. It will effectively promote the development of foreign trade in Xi'an and even the whole western region, enhance the openness of inland areas, and promote the integration of international and domestic logistics systems. It is of great significance to study the level of logistics development of Xi'an International Port area and put forward suggestions for it. Firstly, this paper analyzes and summarizes the development course, strategic positioning and logistics operation area of Xi'an International Port area. It is considered that the port area has great strategic influence on promoting the development of modern logistics industry in Xi'an, promoting the economic development of surrounding areas, promoting the implementation of national strategy, and realizing the connectivity of the Silk Road economic belt. And in the process of development, relying on the Xi'an Integrated Free Trade Zone, Xi'an Railway Container Center Station, Xi'an Highway Port three core logistics support platform to form an international logistics documents operation area. Container operation area and bulk cargo operation area three major logistics operation areas. Then using SWOT analysis of the port area of the current logistics development to make a preliminary analysis, it is concluded that the current development advantages are greater than weaknesses. Secondly, draw lessons from the World Bank logistics performance index, combined with the current development of port areas reality, build a rich characteristics of port logistics development evaluation index system. The system includes the implementation of policies and regulations, service delivery results, the park's basic operation, the main platform operation, personnel team construction. Hinterland economic development level of 6 first-level indicators and 19 subordinate second-level indicators, and the use of AHP to determine the weight of evaluation indicators. Combined with port area logistics development data and other inland cities in the field of comparison, through expert consultation and scoring. This paper makes an empirical analysis on the development of port logistics by using the fuzzy comprehensive evaluation method. Draw the conclusion that the overall level of logistics development in Xi'an International Port area is general. Further analysis shows that the main problems in the current port area logistics development are that the utility of the comprehensive bonded zone is not fully played. Port Industrial Park has not yet been formed, relevant policies and regulations still need to be improved, lack of professionals. Finally, combined with the evaluation results and expert opinions, the paper proposes to speed up the integration into the free trade zone construction, and to develop the port industry. Perfect the system construction, carry out the strategy of strong area of talented person four aspects countermeasure.
