大部制改革背景下YL县食品安全监管研究

【摘要】:人类社会的进步和发展与食物密不可分,俗话说“民以食为天,食以安为先”。食品安全关乎社会稳定,民生利益。近年来,国内国际发生了较多食品安全事件,使得人们对食品安全问题的关注和重视程度越来越高,因此如何解决当前面临的食品安全问题,保障老百姓“舌尖上的食品安全”是考验政府执政能力的重要指标。近年来,我国政府为解决食品安全突出问题,在制度建设方面作出了很多探索和创新,最近一次改革是将负责食品生产环节的质监部门、负责食品流通环节的工商部门和负责食品餐饮环节的食品药品监管部门进行职能整合,改变以往食品安全“九龙治水,多头监管”的局面,以期形成食品安全无缝隙监管。本文正是在大部制改革背景下,从公共管理的视角,以政府再造理论、政府失灵理论和风险管理理论为基础,综合运用比较分析法、调查问卷法和访谈法研究YL县食品安全监管的现状,通过梳理并借鉴发达国家和我国改革试点地区先进的食品监管经验,提出大部制下YL县食品安全监管的对策和建议。本文一共分为四个部分,主要研究内容如下:第一部分,对研究背景及意义,国内外研究动态及发展趋势,运用的研究方法和技术路线进行阐述。第二部分,分析大部制改革后YL县食品安全监管的现状以及存在的问题。通过搜集现有资料、制作调查问卷,发现大部制改革后YL县食品安全监管存在的问题主要有食品检验检测能力不足、基层监管任务繁重而监管专业化水平薄弱、组织架构的执行困惑、配套机制不健全、食品市场主体监管环境复杂而监管难度大,从风险管理的角度分析了大部制改革后食品安全监管的风险来源,并对存在的问题查找原因。第三部分,借鉴国内外食品安全监管的先进经验。国外部分查阅了欧盟和日本,国内部分查阅了深圳和香港的食品安全监管方面的书籍和杂志,对国内外食品安全监管的先进经验进行概括和总结。第四部分,完善YL县大部制背景下食品安全监管的对策。本部分从存在的问题和原因入手,充分借鉴国内外先进国家和地区的食品安全监管经验和教训,依据业务流程再造的理念和方法,以“公众需要”为核心,重组政府部门原有服务流程和组织机构,提出大部制改革背景下完善YL县食品安全监管的具体措施和建议,以期为YL县下一步食品安全监管决策提供参考。
[Abstract]:The progress and development of human society is closely related to food. As the saying goes, "people take food as the day, and food is the first thing to eat." Food safety concerns the stability of society and the interests of the people's livelihood. There have been more and more food safety incidents at home and abroad, which make people pay more and more attention to food safety issues, so how to solve the current food safety problems. In recent years, in order to solve the outstanding problem of food safety, our government has made a lot of exploration and innovation in the field of system construction. The most recent reform is to integrate the functions of the quality control department in charge of food production, the industrial and commercial department in charge of food circulation, and the food and drug supervision department in charge of food and beverage links. To change the situation of food safety "Jiulong water control, long supervision", in order to form food safety seamless supervision. This article is in the context of the reform of the Ministry, from the perspective of public management, with the theory of government reengineering. Based on the theory of government failure and the theory of risk management, the present situation of food safety supervision in YL county is studied by using comparative analysis, questionnaire and interview. Through combing and drawing lessons from the advanced food supervision experiences of developed countries and pilot areas of reform in China, this paper puts forward the countermeasures and suggestions of food safety supervision in YL County under the large-scale system. This paper is divided into four parts. The main contents of the study are as follows: the first part, the research background and significance, the domestic and foreign research trends and development trends, the use of research methods and technical routes are described. The second part. This paper analyzes the current situation and existing problems of food safety supervision in YL County after the reform of the large Ministry system. Through collecting the existing information, the questionnaire is made. Found after the reform of the YL County food safety supervision problems are mainly lack of food inspection and detection capacity grass-roots supervision task is heavy and the level of supervision specialization is weak the implementation of organizational structure is confused. The supporting mechanism is not perfect, the supervision environment of the main body of food market is complex and the supervision is difficult. From the angle of risk management, this paper analyzes the risk source of food safety supervision after the reform. And find out the reasons for the existing problems. The third part, learn from the advanced experience of food safety supervision at home and abroad. The foreign part of the European Union and Japan. The domestic part has consulted the Shenzhen and Hong Kong food safety supervision aspect books and the magazine, carries on the summary and the summary to the domestic and foreign food safety supervision advanced experience. 4th part. This part from the existing problems and reasons, fully learn from the advanced countries and regions at home and abroad of food safety supervision experience and lessons. According to the concept and method of Business process Reengineering (BPR) and taking "Public needs" as the core, the original service process and organization of government departments should be reorganized. The concrete measures and suggestions to improve the food safety supervision in YL county under the background of the reform of the large department system are put forward in order to provide a reference for the next food safety supervision decision in YL county.
