莱茵鲁尔大都市区区域治理与协作研究

【摘要】：伴随着科学技术进步、信息时代发展及全球化深化,大都市区在全球迅速崛起。大都市区不仅是城市化进一步发展的结果,而且是区域社会经济发展的重要载体,已经成为区域经济发展的引擎和具有全球影响力的重要单元。早在1997年,德国部长联席会议(MKRO)就做出决议要确定"在德国和欧洲空间发展中具有重要意义的德国主要大都市区"。通过近二十年的发展,德国已经建设成以莱茵鲁尔大都市区等为代表的11个大都市区,在欧洲和全球大都市区网络中占有重要地位。在中国,改革开放以来城镇化水平持续快速提高,预计2020年将达到60%,城市已经成为经济发展、社会进步和综合国力提高的核心载体。本文遵循"理论回顾-现状分析-原因探索-经验总结-政策启示"的思路。首先,界定大都市区区域治理与协作的概念,总结大都市区分布形态理论、空间结构理论以及大都市区区域治理理论。在此基础上,从发展历程、形态结构和功能三方面分析德国大都市区的发展现状,对莱茵鲁尔大都市区展开分析。德国的空间规划与大都市区发展相辅相成,在分析德国空间规划的体系、内容和流程后,进一步梳理了莱茵鲁尔大都市区的空间规划实践。从大都市区层面、次区域层面、城市层面对莱茵鲁尔大都市区的治理与协作系统进行分析、总结和评价,同时也提及了一些特殊类型的区域治理活动。在简要总结了中国城镇化过程中的四大问题后,将德国经验因地制宜,提出对发展具有中国特色的区域协调机制和城镇化模式的建议。德国经验对我国大都市区发展的启示:国家通过顶层的制度和政策设计指引大都市区的发展,并作为协调人,促进各大都市区形成一个有机整体。打造多中心大都市区的差异性优势,各省份、各都市区不仅要"因己地制宜",而且要"因他地制宜",进行差异化规划和布局。设立具有话语权和执行力的区域规划机构,采取项目制和责任制,将生态、文化、交通、投资等各个规划议题细分到责任人员或团队,同时发改委进行跟踪和监督。完善多主体多方式的区域治理机制,充分调动各地方、企业、团体和个人的积极性。开发特定项目盘活区域合作,以2016杭州G20峰会等为契机完善基础设施、整合发展资源和推动区域合作。
